Research On The Countermeasures Of Improving University Education Fund Management From The Perspective Of Modern University System

As the higher education in our country becomes popular and large-scale in the21st century, the model of development of higher education has gradually shifted from reliance on government management to self-governance of colleges and universities, which leads to many changes in university management system. Therefore, the new goals for China’s management system reform of higher education institutions are to adapt to the times’ call for further promoting the institutional reform of the socialist market economy system and to establish the modern university system compatible with the socialist market economy system.Currently, many colleges and universities are doing useful exploration on the reform of higher education, creating funds and trying scientific management of university funds, especially of the raised social funds, in order to make the best use of them. To raise funds through establishing institutions, such as the Council and Foundation becomes one of the most important methods. Besides, the standardized management of university education funds is becoming a more and more important theme in the university construction and future development.This paper applies the theory of modern university system, integrated comparative research, case analysis and other research methods, carding domestic and foreign university experience in education management practice as well as the enlightenment to our country university, and combining with our country’s realistic national condition, put forward the countermeasures of perfecting our country’s university education fund management.The paper is divided into six chapters, the main content is as follows:First, the paper introduces the research background and significance, and combs the domestic and overseas literature of modern university system and university education funds. Besides, it also covers the main content, the research methods and the innovative points of this study. Secondly, the paper explores the origin and the development of the modern university system theory and the connotations of setting up modern university system in China. Then, the paper further analyzes the functions of university education funds from the perspective of modern university system, and explains the significance of successful education fund management. Thirdly, the paper applies case study to specifically introduce the well-known universities’ practices in education fund management, including the financing and management mechanisms of Yale University, Zhejiang University and other university foundations. On the above basis, the paper analyses the aforementioned universities’practices in university education fund management, sums up the helpful experience, points out the inadequacies and possible causes, and finally gives the implications to China’s education fund management. Fourthly, the paper puts forward some countermeasures to improve the management of China’s university education funds, namely, to formulate the management concept of modern university education funds, perfect the management system of modern university education funds, improve the regulatory mechanisms of modern university education funds, and to explore the rational evaluation systems of education funds.
