Research On The Model Of Public Sports Service

As a concrete application of public service in sport field, public sports service has been a hot topic indevelopment in China’s sports and people’s well being,and has an important influence on China’s economicand social development. Goal of achieving equalization of public sports service is an important element ofpublic service construction in our country and an important measure of development of public sportsservice standards. However,the development of market economy puts forward new requirements on publicsports service in China. In the process of equalization of public sports service, new problems andcontradictions unable to be ignored have been in formed modes of equalization of public sports services.Supply mechanism of equalization of public sports service is not perfect, reflected in many aspects, forexample, the dual pattern hasn’t been fundamentally resolved, regional supply has been growing disparities,the rights of vulnerable groups in public sports service are weakened, serious frictions han been betweendiversified suppliers, improvement of supply efficiency is not fed into that of service quality, thesupervision and policy enforcement of government and market are inadequate, supply management is lackamong non-profit sport organizations. With further reform of market economy system in China, whileeconomic development pattern of efficiency priority has achieved great results in the area of public sportsservice, new problem has been caused that we pursuit simply economic benefits supply and neglect thequality of sport service, such as lax government regulation and cutthroat competition trigger developmentcrises, which posed a severe challenge on our equalization process of sports public services.This paper starts from the present status of supply of public sports service in China, that is the supplydifference between urban and rural areas,between different regions, classes, and groups. The nonequalization is mainly due to too small supply quantity, public sport fiscal throws inadequacy, urban andrural intersected dualistic structure, defects in sports development strategy, imbalance of sports resourceallocation, excessive sports marketization, the imperfection of the democratic political system, governmentmonopoly in the supply, and not be implemented perform standard.This paper analysis the experience in China about public sports services supply mode of the plannedeconomy period and the market economy period, and think that, in the market economy period,comprehensive transformation has happened on the public sports services concept and service system,separation step by step has appeared between government, market and society, financing mechanismchanges, the fiscal system on separation between finance rights and duties has basically formated, and thesupply mechanism starts to diversify.However, this mode also has some problems, the lack of governmentregulation ability causes chaos in the market and damages the public interest, not perfect financial servicesystem intensifies the non-equalization of public sports services, excessive emphasis on speed and displayeffect ignores the corresponding improvement of public sports consciousness, not be improved urban andrural dual does not maintain public sports rights and interests of vulnerable groups. So to explore a new andmore effective supply mode has become an inevitable trend.Combined with China’s current situation of economic development and the supply of public sports service, this paper establishes a new supply mode of public sports service. The mode forms adiversification supply way of cooperation and competition coexist between the supply main bodies, whichsupplies both high efficiency and high quality of public sports service. The mode strengthens mutualcooperation between government and non-governmental organizations, and government commitmentsregulation, policy and financial support to non-state actors. The mode builds urban and rural public sportsservice supply system as a whole and attaches great importance to the sports talent cultivation to processthe integration of urban and rural public sports service. The mode also improves the system of fiscal lawguarantee, establishes the financial rule of law idea and sounds the fiscal transfer payment law system andthe democratic decision-making mechanism.Through the establishment of this mode, a scheme can make pointed references to being put forwardthat resolves the non-equalization of our public sports services supply, to reconcile the relationship betweengovernments and non-governmental organizations, to perfect sport financial investment system andsupervision mechanism, to share the public sports resources among the masses, to promote harmony andcoordination between social beneficial connections. The paper could play an active role to promote to builda well-off and harmonious society, and provide the thought-provoking recommendations for theequalization of other areas of public service and even the socialist modernization drive.
