On Current Situation And Measures Of The Public Sports Service Supply And Equalization In Kaifeng

The world has been reached a consensus in many aspects that Sports can improve the national physical quality, improve the production efficiency of the enterprise, enhance national cohesion and promote the harmonious development of society. At present, our country is committed to the development targets of promoting social fairness and justice and focus on realizing the equalization of public service, which were given unprecedented attention. It illustrates that the importance and necessity of realizing equalization of public service were imminent. As a branch of the equalization of public service, the equalization of public sports service means that the national public service equalization policy embodied in the realm of sports. The degree of public sports service equalization reflects a country’s level of development of public service equalization and represents the comprehensive economic strength of a country or region. At present, problems between the public increasing sports demand and the serious shortage of public sports service supply has become a main contradiction affecting the development of sports undertakings in China. Sports is an important measure of promoting the harmonious development of society.Therefore, its fair development is an important part of the development of social justice and the national advocacy of social justice, which was reflected in the field of sports. However, the total supply of public sports service of our country affected by many factors:the urban and rural economic structure, the system of dual-structure household register, the national supply mechanism and the immature government function transformation, especially affected by the situation of our country, is insufficient in the present stage, and the supply quality is poor, and the phenomenon of non equalization is serious. The equalization of public sports service are urgent problems to be solved at the present stage.The equalization of public service in china is proposed in recent 10 years. Now what about China’s public service level? what kind of level does the sports public service equalization achieve? The paper, based on the theory of the equalization of public services, attempts to further the empirical study of equal service of public sports. With the help of the sixth national census data conducted by the relevant government departments, it aimed to reconstruct the theory system of the public sports service equalization, and launched a full-scale investigation of the equalization of public sports service in Kaifeng and five counties under the jurisdiction.By using the method of documentary, investigation, mathematical statistics, logic analysis and other research methods, this paper has discussed the public sports service and the public sports service equalization, starting from the angle of sports resources. Referring to the previous related results in terms of public sports service equalization and Comprehensive expert’s preliminary opinions,this paper preliminary reconstructed content system of the public sports service equalization, including six first grade indexes, thirteen second grade indexes and thirty five third grade indexes.The findings are as following:(1)Illustrating and defining the public service, equalization of public service, public sports service, public sports service equalization and other related concepts.(2)Reconstruction of the equalization indexes of the public sports service by referring to the outstanding achievements in the public sports service equalization of the contents that has been made in the past.(3)Reconstruction the equalization index system of the public sports service. Based on the resource Science, the content and indexes of the equalization of public sports service can divide into six first grade indexes(Human resource index, Material resources index, Financial resources index, Sports organization resource index, Sport educational resources index and the national physique monitoring resources index), thirteen second grade indexes(Sports administrators index, Indicators of social sports instructor, Sports venues area index, Sports facilities index, The government financial allocation index, Sports lottery investment index, Corporate sponsorship index, The construction of sports organization index, Index to carry out sports activities, The index of the construction of sports information, Physical education of popular science index, The allocation of resources monitoring station and Monitoring station test) and thirty five third grade indexes(the total number of sports administrators of one million people, The academic structure of sports administrative personnel, The number of social sports instructors of every one thousand people.(4)This paper objectively and rationally describes the current situation of Kaifeng’s public sports service supply by percentage, per capita, possession of a million people. It found the total supply of existing public sports service supply less and poor quality in Kaifeng. Compared with national standard, Kaifeng’s equalization of public sports service rarely reach the standard. According to the data of six first level indexes that calculates the non equalization of Kaifeng’s public sports service project by the variation coefficient method, it is obvious that the non equalization phenomenon is obvious.
