At present,Civilian Run Colleges have become an important part of higher educationsystem in China, and has the good prospects for development, but the teachers have becomethe resistance factor of restricting the development of Civilian Run Colleges and universities.Diversification, characteristic of personnel management outstanding civilian run colleges anduniversities is the structure of teachers complete engagement system and flexible mechanism,Civilian Run Colleges and universities, but the introduction of talent in the use and stable butthere are many problems.The rapid growth in science and technology make a spurt of progress and the amount ofinformation under the condition of modern personnel management information system, theestablishment of the network is an important basic work management of teachers in Collegesand universities, and the realization of the modernization of personnel management inColleges and universities, accelerating the prerequisite for scientific decision-making.Especially the survival in the crevice, rely on characteristic based on the civilian run collegesand universities. With the rapid development of the social environment changes, method ofprocessing information and decision thinking is old already could not meet the needs of thesociety. Civilian Run Colleges based on characteristic need to development new informationmanagement system to adapt to social development and demand.Based on the detailed investigation in the personnel department in Heibei Institute ofCommunication College, analyzes the present situation of personnel information managementand user demand, function model and information model is established for the personnelmanagement system in Colleges and universities.The overall design of the personnel management information system in Colleges anduniversities is presented. Based on SQL Server database, using B/S architecture and C/Sarchitecture combined, personnel management system in Heibei Institute of CommunicationCollege is the designed and implemented. In the personnel departments, C/S architecture usesDelphi7. And in the other departments B/S structure uses Asp.net. This system can realizethe management of university personnel staff of personnel information, and can meet the general staff of the personnel information query; the article finally has carried on the test andanalysis system of personnel management information in UniversitiesThe development of the personnel management system in Heibei Institute ofCommunication College promotes the personnel management more standardization, scientific,an further enhance the college work efficiency.
