The economic, the population and the employment structure imbalance, causes the present question of "Agriculture" even more highlight. The key role of capital attracts the participation of other production element. So the industrial and commercial capital to the countryside has its intrinsic demanding. The central first document encourages and guides the industrial and commercial capital to develop country this year. The capital to the country has its dual character and it needs further empirical research to village society’s social effect.This article selects S village of Sichuan Province as case and uses the nature research technique. And it uses the depth interview method to collect correlation data and study the way of taking action to maintain own rights and interests in the process of the capital to the country. This article focuses on farmer’s behavior and puts it in the basic unit of local government, developer and farmer in three gambling inspects. The local government and the developer are how to have affected the farmer’s behavior to protect interests. What’s more, the farmer’s behavior to protect interests is how to affect the evolution of local government and developer. It analyzes whether obtained the safeguard the farmer’s behavior to protect interests to further research in the process of the capital to the countryside. The research indicated, the developer’s profit-seeking behavior lets the farmer falls into the disadvantageous status of "Absent". But the government’s both sides of act causes farmer’s weak trend status to be more prominent. The farmer have to give up the protect behavior by unequal status, asymmetric information and their weak position. They only can use relationship capital, the contract commercial rule of the rational society and the policy-based resistance to the local government and the developer for their interests and rights. Farmer is unable to express the benefit demand effectively, so that it presents the constitutive weak trend. The farmer’s action to protect interests has finiteness.
