But it’s difficult for them to accept full-time education, because they have to balance family needs and career. On-the-job postgraduate education adapts to their diversified demands, and makes up the integrity system of postgraduate education with the full-time graduate education. Full-time graduate education in China develops rapidly and becoming more standardized gradually. However, facing multiple challenges in reality, on-the-job postgraduate education has not formed the perfect system. Based on the reflection of these problems, this dissertation studies the cultivation system of on-the-job postgraduates in China.Taking on-the-job postgraduate as research object, and the relevant theories involved in system science, education and management as the theoretical basis, the methods of documentary, survey, system analysis, and mathematical statistics are used to comb through the development history of on-the-job postgraduate education in China, and analyze the basic status of the cultivation system. In this paper, seven factors about the cultivation system of on-the-job postgraduate are analyzed and made as the core elements. Based on questionnaire and interview, the author explored the basic measures to build the cultivation system of on-the-job postgraduate. The paper is divided into five chapters.The first chapter is the introduction, including the raise of questions, the significances, main contents and methods of the study, the definition of related concepts, and the research status at home and abroad.The second chapter is the theoretical basis of this study. This part made a very brief introduction of the main points of the theories of system science, lifelong education, popularization of higher education, recurrent education, stakeholder, total quality management and the strategic analysis of SWOT. Combining with practical matters and using the relevant arguments of the above theories, the author analyzed the necessity of developing on-the-job postgraduate education, and pointed out the expected effect as well as the problems to which we should pay attention.The third chapter is the development history and the status analysis of on-the-job postgraduate education in China. This chapter includes three main parts:The first part reviewed the development course of on-the-job postgraduate education, which can be divided into five stages, including the origin and the initial formation of the in-service training model, the recovery and establishment of the system, the rapidly, stable and further development of on-the-job postgraduate education. The second part investigated the overall situation of on-the-job postgraduate education from the following three aspects:the cultivation of scale, structure and quality. In order to find the main problems and master the present situation, seven factors of cultivation objective, educational system, enrollment style, course teaching and scientific research, specialty establishment, mentor team, dissertation, and support system about cultivation system of on-the-job postgraduate in China are analyzed in the third part.The fourth chapter is the construction of the cultivation system of on-the-job postgraduate. Two main goals of building the system were pointed out. The first one is to improve the cultivation quality of on-the-job postgraduate, and promote the healthy growth of the on-the-job postgraduate education. The second one is to provide educational opportunities for working staff, and cultivate qualified talents for the enterprises and institutions. Four basic principles of building the cultivation system were summed up. They are high quality principle, adaptability principle, open principle and system principle. Seven countermeasures and suggestions were put forward. They are to set up the correct cultivate objectives, establish perfect the credit system, reform the enrollment style, promote the reformation of curriculum and teaching, strengthen the construction of tutor team and mentor system, regulate the performance of guiding and assessment of dissertation, and to improve the auxiliary support systems.The fifth chapter summed up the main research conclusions. Two innovation points about theoretical research, the research object and the method, and some limitations about sampling survey, questionnaire design, and research depth of this research were pointed out. Finally, the author looked forward to the strategic focus of the development of on-the-job postgraduate education in the future, which is to expand the scale, optimize the structure, and improve the quality.
