School Education in China from1980to1999, raising awareness of arts education to a new level. As an important part of aesthetic-music education, has become a key to develop students’ aesthetic taste. At the same time, many educators are also added to the ranks of the Music Education Research, actively introduce advanced foreign educational philosophy, to strengthen the music teacher training, research and development of local educational materials, applicable to a variety of ways to explore the road of their own music education, contribute to the development of music education in primary and secondary schools.This article is in the1980-1999school years in the music of the great changes in education in the context of the city of Luoyang City elementary education as the research object, expand the education in the school of music. This study used a literature review, interviews, questionnaires, comprehensive analysis and other methods, for1980to1999, serving elementary school leaders, as well as a music teacher at a local primary school students received for investigation. Survey topics include the prevailing school of music in education, school music teacher, teaching, music and extracurricular activities commenced several aspects such as education and scientific research. Students and teachers through feedback questionnaires, combined with interviews with teachers and school leaders information to review in detail and true since1980Luoyang local primary school music education, and adopted a series of data for comparative analysis, summed Luoyang area elementary school music education problems and based on analysis of the actual situation prevailing local cause of the problem.
