The construction of learning society involves adult education, lifelong education and the relation between education and the development of the social economy and other issues. All kinds of social subjects, such as enterprises, individuals, government, are facing challenges that everyone should continuously improve learning ability to promote the development of innovation in the context of the party and the government emphasizing the promotion of the development via innovation. In order to improve the competitiveness and enhance the sustainable development potential, many regions have proposed the creation of a learning society. The learning society is increasingly becoming the focus of research of the educational science in the context of innovation driving development and the theoretical study and practical exploration of learning society is deepening. However, the local government does not know how to build a learning society from the domestic research on the learning society theory and the practice of creating the learning society. Most of them limited the construction of a learning society to individual learning and hold the view that as long as we build a lifelong education system, or unite individual learning together, establish all kinds of "learning organization", we would build a "learning society". This kind of learning society construction failed to combine with the construction of innovative society and to make full use of various resources of society and enhance the overall strength of a region. This thesis studies the construction and evaluation of the index system of the learning city from the respective of generalized education innovation performance.Firstly, This thesis reviewed the development process of learning city and defined the scope of learning city from the connotation and extension of the learning city as well as defined the relationship between learning and innovation based on the interpretation of open innovation model and enterprise-university-institute collaborative innovation that learning and innovation are not isolated but two of the most important abilities in the knowledge economy era, learning and obtaining knowledge is the basis of innovation, innovation is realized through learning in the final analysis and innovation is the guide of learning, learning will lose direction and motivation without innovation. Then, based on the view of learning and innovative reciprocal promotion, this thesis put forward that in the process of building a learning city we should focus on improving the city’s ability of innovation and creates a learning society evaluation index system under the background of innovative society. This index system consists of four general indexes, namely the knowledge innovation, technology innovation, management and system innovation, innovation environment and21specific indexes such as the number of college students per million people, per capita expenditure on science and technology, high-tech enterprises total industrial output value per capita and so on.Then, this thesis selected13sample cities and referred to city statistical yearbooks and obtained the original statistical data based on valuation index system and then used the principal component analysis method to evaluate the construction of learning city. The study found that in the4selected principal components, the variance contribution rate of the first principal component is the highest, which means that state investment in education, science and technology, the technological innovation ability of enterprises are crucial to the construction of learning city. In addition, the factors such as management and system of the government, the city resources aggregation and education also have different influences on the learning city. This shows that we should pay attention to the formation of enterprise-oriented enterprise-university-institute collaborative innovation mechanism while building the learning city in the background of open innovation.
