Analysis About The Function, Predicament And Countermeasures On The Folk Organizations’ Participation In Service Of Home Endowment

The factors,which include the weakening function of family pension and the embarrassing situation of institution endowment, have forced the elderly, family, government, society and other stakeholders to seek third roads-home endowment way to solve the problems for the aged. The service of home endowment purchased by government only can meet a handful of the poor elderly, which make the social resources inefficient. When the profit organizations provide service, their key consumers are the affluent elderly. How to solve the practical problem for the most people who are neither have the qualification in financial subsidy nor have the ability in marketing supply is more important.This paper argues that through civil society organizations in the provision of home care services can not only compensate for the phenomenon of breaking existing services, integration of social resources to address the social needs of a large number of services with a small amount of contradiction between social provision, but also can make older people are neither leave their families and familiar life community, but also be able to enjoy low-cost high-quality service. Through comparing study in participating services aboard, address the advantages of civil society organizations involved in projecting home endowment service, clear the status of civil society organizations involved in service, explore the problems in the process of civil society organizations involved in service, analysis internal and external factors and put forward corresponding counter measures for civil society organizations involved in home endowment services.This paper sets forth the topic with five parts.Part I is the introduction, mainly elaborated the research background, research significance, the main concepts, research summarization and research ideas and methods. Part II mainly discuss function and advantage of folk organizations participating in services. We can explain the folk organizations play a positive role in providing home care services from both significant functions and latent functions. Comparing with government and business folk organizations have an unparalleled advantage in social services.Part III is the present predicament of folk organizations to participate in home endowment service. Under the "strong government and weak society" pattern, folk organizations locate in weak position. The reality of service supply imbalance and service effectiveness has obstruct the step of folk organization to participate in home endowment service. On the inside, folk organizations face two basic problem,single funds and unreasonable personnel structure. On the outside, there is no precise and effective legal norms to support the new service mode and lack of social space to launch services.Part IV is the measures that how to solve the problem.
