With the rapid development and wide application of information technology,more and mo-re families began to have home computers,and the computer has had an important impact onpeople’s lives. As one kind of the technologies,the duality of the computer determines the effectseither positive effects or negative effects. Computers are double edged phases,and Reducing itsnegative impact is the key to use it well. Primary school was a key stage to pupils,which layingthe foundations for the individual development.Since the ability will affect the individual’sdevelopment, guiding pupils to use computers scientifically and rationally at this stage, areimportant to their future growth and development in the information society.The study found that city and countryside have many differences in the use of homecomputer.The rate of computer capacity and the networking at city families is higher than thecountryside.There are more city children and parents that can use the computer,and moreteachers in city schools arrange homework that should be completed by computers.The cityguardians are tend to work、look news using computer in the home,and the countryside guardiansare in favor of using computer to enjoy themselves.The proportions of the countryside childrenusing computers over two hours is higher than the city children. City parents’ guidance behaviorfor the child of using computer is stricter than countryside parents’.The use of computers creatless negative influence to city children’ academic record than countryside children’, and morenegative influence to city children’ sleeping time and sporting time than countryside children’.The use of home computers for pupils have both positive and negative impacts.On one hand,the use of home computers can improve pupils’ computer skills and broaden pupils’ horizons,onthe other hand,the unreasonable use of home computers are harmful for elementary students’individual development and social development.In the use of home computers,urban and rural elementary students have quite prominentphenomena,that are improper using and parental guidance not scientific.For the urban and ruralelementary students,the improper use of computers being harmful for their individual developm-ent and social development is the common problem.In addition to common problems,urban pupils have problems that outdoor exercise time and sleep time is reduced,and guardian’s requestis too strict,and parents neglect the opportunity to accompany the elementary students to usecomputer.In addition to common problems,rural pupils have problems that the academic recorddrops,and the personality becomes irritable,and the surfer time is too long,and lack parentalguidance.Practical solutions to problems,that exsit in home computer use of urban and rural pupils,need to strengthen scientific supervision of the parents,strengthen the education and guidance ofschool,and create a good social atmosphere.Strengthening parents’ scientific supervision need toimprove parents’ literacy information and science regulatory level.Strengthening school’seducation and guidance need to strengthen information technology education improving stude-nts’ information literacy, and deepen home-school communication enhancing informationtechnology education’s direction.Creating good social atmosphere need to rely on governmentdeveloped and implementation related policy, and use community mobilization multi-partypower regulation school around network environment, at the same time the media boots publicityformed science of social opinion, eventually formed trinity education joint effort using parents’science regulatory,school’s education and guidance,society’s good atmosphere. At the same time,because of the differences between urban and rural pupils,the strategy adopts different practiceway.
