High (higher) order thinking is the basic requirement of the survival anddevelopment in the knowledge era. With the domestic and foreign research onhigh (higher) order thinking gradually thorough, high (higher) order thinkinghas caused more and more attention from the scholars and front-line teachers.And how to cultivate the students’ high (higher) order thinking in the dailyteaching is becoming a hot spot of research at home and abroad. Problem is thepower of thinking, problem is the source of thinking, and problem is the guideof thinking direction. So at home and abroad the teachers would like to inspireand cultivate the students’ high (higher) order thinking by problems. Research ofthis paper is based on problems to cultivate the students’ high (higher) orderthinking, and we research how to cultivate the students’ high (higher) orderthinking through problem sets. In this paper we firstly do a literature reviewabout high (higher) order thinking and problem sets. We conclude that theproblem sets can inspire and cultivate students’ high (higher) orderthinking.Secondly we define the meaning of high (higher) order thinking andproblem sets. Thirdly we put forward the design program and the teachingprogram of problem sets that can inspire and cultivate students’ high (higher)order thinking. Finally we design a teaching case based on the design programand the teaching program of problem sets we put forward. The paper mainlyconsists of seven parts, the main content is as follows:The first part clarify the cause of the paper topic selection.The second part reviews the related study of high (higher) order thinkingand problem sets at home and abroad, to clarify the definition of high (higher) order thinking and problem sets and find out the combining site of high (higher)order thinking and problem sets.The third part puts forward the purpose of this study and research tasks.The fourth part clarify the definition of high (higher) order thinking andproblem sets.The fifth part is the main part of the article. Firstly expounds the types ofproblems and analyze that the different types of problems require different levelof thinking. Secondly analyses the general thought of designing problem sets. Itis that according to the teaching goal and teaching difficult designing problem,and we should analyze the ontology of problem. Then decompose problem toform a combination according to students’ learning situation. Finally we shoulddesign the problem sets of teaching-scene design and activity design.The sixth part according to the method of designing problem sets based onhigh (higher) order thinking designs a case, to provide case guidance forteachers to use this method.The seventh part according to this article research degree puts forward theshortcomings in the course of this study, and further points out that the problemsstill need to further study about the subject.
