In China, the education difference between urban and rural areas is a real problem for along time. With the rapid development of economy, more and more Chinese become to pay aattention to quality education. Music education as the core aesthetic of quality education has avery important position in this diverse society and the urban and rural music educationequality is the premise to realize our country quality education fair. Urban and ruraldifferences exist in many aspects, but educational aspect is one of the most importantperformances to display the huge gap between urban and rural areas. Because of the backwardof teaching level in rural areas, music as a minor subject always to be ignored, the studentsalso lack of coherent music education resources and equipment, urban and rural education gapis especially obvious in the field of music education, also lead to the urban and rural musiceducation unfair phenomena. Pursuing education fair is an important goal of current educationpolicy in China, the key point of equal education is equal in the beginning and in process.Unequal education in process reflected in the allocation of education resources, improve therural school music education teaching conditions is the way to improve overall musiceducation level in China. Because of the imperfect of rural music education, leading to mostof rural students cannot enjoy the equal education process. Furthermore, most of thepopulation and schools distributed in the countryside, optimizing urban and rural musiceducation resources allocation rationally is the realization of China’s music education fairpremise. The author was adopt interview, observation, comparative analysis, case study andliterature analysis to finish this investigation.The huge gap between urban and rural music education is a general problem to be existin China. In this paper, starting from the perspective of education fairness, select threeprimary schools in Lang Fang city as a case study to describe the music education situationbetween urban and rural areas. The three primary schools in Lang Fang city can reflect theaverage of education teaching situation from the music curriculum, music teaching hardwarefacilities, music teachers, music teaching skills, situation of students’ mastery of theknowledge and interests to stepwise comparison analysis. Emphasis on urban and ruralprimary school resource allocation of certain link exist shortcomings of different level onmusic education teaching differences, analysis of the leaders’ opinions, teaching equipment,curriculum setting, teaching facilities, teaching team, music teaching situation and students’ mastery of the knowledge and achieve the reasons of unequal of education.In this paper, based on the theory of education fairness, in order to promote urban andrural primary school music education develop balance and the resource allocation, emphasizesthe equality of education in process. If schools have equal rational education resourcesallocation, students can enjoy the equal education opportunities, then the teachers can teachaccording to the student’s ability. According to the division for students to achieve equaleducation starting point, so as to ultimately achieve the result of the education fair. Thus,improve the level of rural school education, optimize the rational allocation of educationresources between urban and rural areas is the key point. The purpose of this paper, causingmore attention from national education department and further realize the sustainabledevelopment of education in our country.
