In the background of building a harmonious socialist society and striving to build a well-off Society, doing great efforts to make education satisfied by people have become the core topic and it also becomes very important as the 18 th National Congress of the Communist Party of China emphasized. Education is not only the cornerstone of national rejuvenation and social progress, but also directly relates to all aspects of the public life. People satisfying with the party’s policy on education or not, tests the governing capability of our country ruling party in China. Identifying shortcomings and problems in educational development, meeting people’s demands for education, have become the key point of making education satisfied by people. Inequity basic education between rural and urban area is one of the most striking problems which people expect to be solved urgently. Because the equity problem between rural and urban area is not only a problem about education economy or education management, but in fact, a problem about satisfaction of education, which directly relates to the evaluation of education satisfied by the people. Therefore, discussing the equity problem of basic education between urban and rural areas from the perspective of people’s satisfactory education is essential to improve the equity problem of basic education between urban and rural areas and achieve the goral of building a harmonious society. This article is based on the new perspective of people’s satisfaction, and tries to analyze the related problems about how to build the equal basic education between urban and rural areas from the perspective of people’s satisfactory education, and then we make some of their insights and ideas.Because it is a big topic, so it is difficult for me to do research based on the basic education between urban and rural areas. This article mainly chooses Henan province as the case which is the most representative and typicality, in order to explore the equity problem of basic education between urban and rural areas through using sampling survey and interviews in three regions of Henan province. This paper consists of five chapters, the first part is an introduction, mainly carries on the explanation to this article research background, the significance, the research background, status, method and framework.The second part is based on identifying the concepts, such as the people’s satisfactory education, equity of education, equity of basic education between urban and rural areas, and then clarifies the relationship between the people’s satisfactory education and equity problem of basic education between urban and rural areas, and then clarifies the theoretical foundation. The third part illustrates the achievements of the construction equity of basic education between urban and rural areas, and then analyze the main problems of basic education between urban and rural areas through the questionnaire of the three regions in Henan Province. The fourth part analyses the reason for equal problems of basic education between urban and rural areas from the perspective of people’s satisfactory education. The last part is submitted for improvement. In conclusion, reviewing the basic education between urban and rural areas from the perspective of people’s satisfactory education which is different from the traditional view of educational evaluation, will benefit us to achieve the basic purposes and tasks of education since the 18 th National Congress of the Communist Party of China.
