"Outline of long-term talent development planning of Shanxiprovince (2010-2020)" was promulgated, the talent work can beplaced in a prominent position. College female talent as a specialintellectual elite, represents the mainstream of social culture, theirreal situation reflects the situation of women in social life, theirdevelopment environment should be concerned.In this paper, on the basis of previous academic research results,using the method of statistical survey which from personalenvironment for the development of women talents in colleges anduniversities, college environment and social environment.That wasdescribed and the status quo of difference analysis. Recognized fromPersonal environment personal health, income and the family; Aroundthe teaching and scientific research colleges and universities theenvironment analysis; Social environment focus on two aspects ofwomen’s basic rights and interests safeguard and men’s and women’sretirement policy. On the basis of exploring the causes of theformation of environment, and puts forward the countermeasures andSuggestions of optimizing environment. The conclusions are as follows:(1) the college female talent ingood health situation is not optimistic, the health status of femaletalents in universities and colleges of different ages.(2) collegefemale talent is most groups at middle-income levels, but comparedwith the similar colleges and universities of the country,the vastmajority of women believe that their treatment lower and loweroverall level of wage income satisfaction, different titles of collegefemale talent is mean monthly income difference is significant.(3) thefamily support is not strong, the holding time on more housework,nearly seventy percent of women can’t take care of my family, alsofound that nearly seventy percent of women in family and work, givepriority to choose to work. Significant difference was found indifferent degree of the family support women talents in universitiesand colleges.(4) the treatment of scientific research in colleges anduniversities teaching attitude and personal are not synchronized, themain job of colleges and universities in scientific research, but thefemale is given priority to teaching, different age groups of womentalents in colleges and universities view significant difference of theschool’s teaching and scientific research attitude, different title ofthe work content is the significant difference of female talents inuniversities and colleges.(5) Few opportunity to participate intraining or study in universities and colleges, colleges anduniversities to provide female talent training funds proportion is nothigh, different age groups of female talent training in colleges anduniversities have significant sources of funds.(6) A higher percentageof colleges and universities against women promotion policy.Although gender notions has become mainstream which for the equality of men and women, but the idea of male still exist to a certainextent. College female talent can apply for to more subject numberhas the certain difficulty. Different titles of female talents in collegesand universities at various levels which apply for nearly three yearsand subject to the number of significant difference.(7) Differentdisciplines of college female talent with his present workenvironment satisfaction significant difference, different education incolleges and universities female talent is good for its own workenvironment sexual cognition difference is significant.(8) policy suchas maternity leave, birth allowance and paid carers know does notreach the designated position, still not to enjoy in reality. A largerproportion of the population has chosen the existing retirement policy.Different ages, different titles of college female talent understandingof men and women retirement this policy has significant difference. Inview of the research findings, this paper suggested: First, byloosening the retirement system, set up the working state of thefreedom of choice, female talent development provide the necessarysocial support for colleges and universities. Second, the socialresources appropriate for women tilt. Giving full play to theadvantages of female talents in colleges and universities teaching;Third, make the female self empowerment by created academicholiday system.
