The beginning ofthe new century, expand enrollment in higher education are promoting the popularization ofhigher education into the stage, the scale of development of higher education has reached anunprecedented state history. At the same time, it decreases the quality of higher education,universities and other emerging issues troubled development of higher education and graduallybecome a bottleneck. Intensification of internal and external conflicts continue to promoteChina’s development of higher education. So must make changes. This is adapt to the objectiverequirements of social development, but higher education also needs of internal development.This study uses literature analysis and historical research, and selects " Provincial Normalmode of development" as the research topic.To the Liaoning provincial normal university as acase.
