Based on the experience of foreign higher education and management, Undergraduate Tutorial System (UTS) is explored in some universities and colleges as a new mechanism for undergraduate education and creative and high-quality talents cultivation, to meet the needs the development of Chinese higher education. Thanks to the UTS, the integration of teaching and cultivating students has been promoted; the problems of previous class teaching systems have been made up; the construction of a harmonious campus has been promoted. It is not only one of the major measures to enhance the quality of higher education for universities in China, but also a key innovation for undergraduate education mechanism, and an effective education way to guide and cultivate the mind, life and study for students individually. Under the premise of a two-way choice for both teachers and students, it is a teaching system that teachers, who are excellent both in profession and morality, act as tutors of undergraduate students, to give individual guidance on their study, morality, life, mental health, etc. since 1990s, undergraduate tutorial system has been implemented gradually in some universities in China. As a teaching management system, an open, lively and participatory environment to attract students to get involved in can be created. Under the guidance of teachers, students can study independently and their natural instincts can be fully released. Tutorial system makes students, teachers and the curriculum linked to each more closely. It is also a reasonable supplementary for traditional teaching class system, which embodies the concept of'teaching students in accordance with their aptitude."导师", derived from English Tutor, primarily refers to a teacher who gives private instruction to a single pupil often because they need additional lessons in a particu1ar subject or to a very small class. It also refers to people who sometimes live with the family with his or her pupil.Currently, the UTS in some universities have promoted the transformation of the education concept and improvement of education quality. However, such tutorial system only can be called an active exploration for the new model of talents cultivation. Since it is still in the exploratory stage, there are several problems, such as lack of incentive and constraint mechanism, lack of standardized regulations for tutors, etc. Therefore, expected results have not been achieved. After defining the general content of undergraduate tutorial system, the historical development of such system and the great importance of its implementation, UTS in Urban Development Department, Jinan University has been selected as the research object. Investigation has been conducted through literature study, individual interviews, cases research and questionnaire survey to study the conditions of its implementation, find the real problems in the process of implementing the system and to analyze the reasons. Finally, four reasonable suggestions are given to improve the UTS in Urban Development Department. I hope all the suggestions will be helpful to improving the undergraduate tutorial system in Urban Development Department.
