Since China entered the popularization of higher education,undergraduate education develops rapidly.However,the problem of declining quality of higher education has also become increasingly prominent.In order to improve the credit system,innovate talent training methods,optimize the education management model,and establish a harmonious relationship between teachers and students,China began to learn from the undergraduate tutorial system known as "the jewel in the crown of Oxford".The original intention of colleges and universities is to achieve personalized guidance,enhance students' ability to think independently,cultivate innovative ability and critical thinking ability,and promote students' comprehensive development in thought,life,study and scientific research,thus improving the quality of higher education.At present,many colleges and universities in China are exploring and reforming undergraduate tutorial systems,and they are facing many difficulties while achieving relevant progress.Compared with foreign universities,our undergraduate tutorial system started late.Specific to the operational level,due to the lack of programmatic guidance,universities have not clarified the connotation and characteristics of the undergraduate tutor system,and it has not been deeply cognized and excavated from the institutional level,so there has been a chaotic situation of "individual politics".Therefore,the implementation and reform of the undergraduate tutor system in China is difficult.Whether equipping each undergraduate with a tutor is to implement the Undergraduate Tutorial Systm?Is the tutor system implemented to teach people or for utilitarian purposes?Is it advisable to simply graft the Oxford tutor system into the soil of higher education in China?Based on a deep understanding and reflection on these issues,we choose new institutionalism as a research perspective.We comprehensively use the literature method.questionnaire survey method and interview method to explore the undergraduate tutor system.Based on the analysis of the connotation of the Oxford tutor system,we will propose countermeasures based on the development of the tutor system in China.By combing the development process of the Oxford tutor system,the connotation of the undergraduate tutor system is obtained:Investigating and hiring teachers with high ideological and moral qualities and professional qualities as instructors,regularly guide undergraduate study and research through individual guidance and group counseling,it also assists students in solving other problems such as life.I'ts a teaching system aimed at cultivating students' critical thinking and innovative practical ability and improving students' comprehensive quality.On the basis of theoretical research,we choose Y University as the research object.Through questionnaires and interviews,it was found that there were problems in the implementation process,including target utilitarianism,form is more important than substance,lack of rules and regulations,low sense of identity,etc.Based on this,we analyze the causes of the problem from the regulative,normative and cultural-cognitive aspects,including the impact of reward and punishment systems and undergraduate education evaluation rules,the instructor has social responsibility to help students easily find employment and improve the quality of higher education,the mindset of the traditional teaching model will have an impact on the tutor system.In order to promote the steady development of undergraduate tutor system in China and promote the improvement of the quality of higher education,we need to establish a set of rules and regulations applicable to the tutor system in China,form the correct value orientation,break the mindset.In the end,the undergraduate tutorial system will be truly integrated into China's higher education system to promote the healthy development of undergraduate education.
