With the unceasing enhancement of our country urbanization level, large-scale rural labor transfer to the town, at the same time, the children of migrant workers want to the towns, which presents the flow speed, quantity, scale increasing trend. Therefore, migrant children’s education problem draw the attention of the government and many experts. Under the background of fast urbanization in our country, how to give children of migrant workers and urban children equal education right, this is the need of realizing fair education, and it also can remove their worries from their families, and devote themselves to urbanization; and it’s good to realize the migrant children their own value, cultivate the motherland future talent, to meet the sustainable development of the modernization.Therefore, under the background of urbanization,the study of flow migrant children education equity has important practical significance.The paper mainly uses the literature analysis, comparative research and case reasoning method and the problems of migrant children education are analyzed and expounded. Main source of data and the cases are derived from statistical data of zhengzhou city in2010, and the related national statistical data in2014and using semi-structured interviews of urbanization for migrant workers families and their children’s education related data, which based on the combination of top-down and bottom-up research ideas to research.This study is divided into four levels. The first level includes introduction, literature review and the related concepts. The second level lists the flow migrant children education problem of unfair, including unfair education starting point, unfair education process and unfair education results. Shortage of education resources, defined the government school disguised restrictions on various grounds. Flow migrant children in public schools were snubbed and discriminated, and they cannot get all-round development in the humble migrant schools. The third level analyzes unfair education of the flow migrant children problems. Including system rejection, culture, economy, exclusion and the lack of government functions. The fourth level is to put forward the countermeasures and Suggestions of migrant children education.The research results show that (1) the current household registration system is the biggest barrier to the fairness of flow migrant children’s education. Due to identity problems, they are unfairly treated, and psychologically damaged. Due to the exclusion of migrant workers in urban social security system, they cannot enjoy the welfare policy of the town, which has affected the family benefits and the children’s right to be educated. The citizens groups lack respect to the migrant workers and their children.teachers and students have some bias to the migrant children. Migrant workers in the informal labor market, low consumption limit the children to enjoy high quality education resources. The government carries out the relevant laws and policys with low efficiency, and are short of equipment resources in middle and primary schools,which also fails to manage and supervise the fairness of the flow migrant children’s education(2) In allusion to the above problems and causes, this study puts forward the preliminary policy Suggestions. The first is to break the urban and rural dual structure, reform the household registration, student status and welfare security system. Realization of unification of urban and rural household registration system, the flow migrant children can enjoy the rights of education by residence, and attend high school and college exam by one’s status as a student card. In order to improve their ability to pay for their children’s education,the government should provide alternative work for migrant workers, make its reasonable remuneration, and urban community welfare security system. The second is to strengthen the government’s responsibility. The local government should overcome "myopic" behavior, From the start ofcultivating the nation’s overall future successor and urbanization construction, do the work of the flow migrant children’s education well; and overcome the phenomenon of law and policy implementation, Besides, the government should carry out the relevant laws and policy and Increase investment of education, equipped with abundant education resources, and support migrant schools vigorously; Inspection and supervision of government education department should play a role in superintendent, and monitoring and evaluation.The third is to improve convergence. Pay attention to create a social environment, and produce much propaganda about the spirit of the NPC\"three100million\", and equality concept in modern society through the mass media,which can make the citizen groups recognize the irreplaceable role of the construction of rural migrant workers in the urbanization, and respect cultural diversity, migrant workers and their children. Pay attention to the effect of the school education and guide the school to care for vulnerable groups. In this small class society, we can carry out a variety of activities to build mutual respect, equality and fraternity, positive class manner style of study, and make the two parts of the urban and rural students natural fusion. Attention to rely on own efforts of family, parents should set an example for their children, and take the initiative to mainstream culture into the city. Because of the limited time and the capacity, the investigation of case parts are slightly insufficient.The thinking of using bottom-up, combined with semi-structured interview case study, further studies on this issue is the further research direction.
