The Study On The New Type Professional Farmer Cultivation Under The Background Of The New Type Urbanization

The 18 th Communist Party of China National Congress put forward that China must adhere to take a new road of urbanization,and the agriculture modernization must keep pace with the new type urbanization.Along with the advancement of the new type urbanization,the agriculture labor force reduce sharply,the existed labor force can't adapt to the development of the modernized agriculture.In 2012,the Central Document No.l firstly proposed that “great efforts to cultivate new type professional farmers",The new type professional farmer is the key to ensure the safety of the agriculture,and which can improve the common development of the new type urbanization and the agriculture modernization,the new type professional farmer cultivation is the great choice in the history.The paper focus on defining the related concepts on the new type professional farmers and the cultivation of the new type professional farmer based on Labor migration theory,Mao zedong and Deng xiaoping's theory of farmer education,human resource theory and theory of modern human,such as the connotation,features of the new type professional farmer,the differences between the new type professional farmer and traditional farmer and so on.Then,the paper analyze the problems and practice of the new type professional farmers cultivation in Jiangxia district of Wuhan,summarize the practice of the new type professional farmers cultivation of Jiangxia district,like clear the cultivating policies,clarify the selection criteria of the cultivating object,scientifically design the cultivating content,flexibly change the cultivating method,implement the cultivating appraisal management.But together with some problems,namely,small scale of cultivation with non-ideal effect,single cultivating organization,incomplete cultivating content,traditional cultivating method,insufficient cultivation supply,imperfect cultivating supervision,the loss of cultivating support policy.At same time,the paper analyze the methods and experiences in America,Japan,Germany,and India,which can provide a revelation for our new type professional farmers cultivation.Finally,the paper suggest that the government,society and farmer need to work together base on the principle of act according to circumstances,government-leading,voluntary and comprehensive cultivating,and farmers need to clear their main body status,establish the modern idea,strengthen the consciousness of self-development.Taking the cultivating goal as the guidance,building perfect teaching system and management mechanism,Completing the system of new type professional farmers cultivation on perfecting cultivating objects,cultivating content,cultivating method and so on.And the government need to strengthen the top-level design,Stimulating the new type professional farmers' motivation by broadening the cultivating sources of funds,guiding the social cooperation,building the perfect legal laws and regulations,establishing a sound system of land circulation,and urban-rural social security system,and implementing cultivating support policy,etc.For formulating the mechanism of the new type professional cultivation.
