"The Training Plan for High-level Minority Talents " policy aims to cultivate high-level talents in ethnic regions to provide intellectual support for the development in the economic,political and cultural aspects."The Training Plan for High-level Minority Talents " policy highlights the education fairness and the equality of nationality.It is closely linked the overall development of China.2016 is the tenth year that "The Training Plan for High-level Minority Talents " policy has been formally implemented.It is necessary to investigate the present situation of policy implementation.The first part of the paper makes a literature review on the research of policy.The second part of the paper,through questionnaires,interviews,employment data and other information,we found that the policy effect can be summarized as three aspects : the increase of opportunities for the minority students receive a higher level education,the improvement of the minority talent structure;the development of the economic and culture,especially in education;positive role for the balance of national development and social harmony.The third part: typical experience and outstanding deeds are listed to make readers intuitively feel the effect of “The Training Plan for High-level Minority Talents ”.The effectiveness of a policy comes from the ability of innovation and execution of policy makers,and it can also be affected by the target groups and external environment.The survey found that the implementation of the policy has also emerged a lot of problems and the fourth part of the article introduces various problems.In this paper,we use “the rational choice institutionalism analysis framework” to analyze the action logic of the participants in the whole process of the implementation of the policy.Then in the fifth part of the paper,the author puts forward five improvement measures,especially,the establishment of the information platform to achieve interaction and supervision of the participants.
