Study On The Regional Types Of Hebei Province’s Floating Population

In2008,The Research on Population Development Function Zones of Hebei province putforward the partitioning graph of these function zones,combined with human residentialadapability,land carrying capacity,water resources capacity,material aggregation index,humandevelopment index,aggregation degree of population,stability of ecosystem and some otherstandards.It made a reply to the crucial problem that wherethe main regions of immigrationand emigration for the people of Hebei Province in the future10to20years will be. With5years gone so far,it is badly needed to be answered about how population floatingdemonstrates in Hebei and whether it is in accordance with the previous expectation.The data is acquired from the total population database of Hebei and is updated to thetime of24o’clock,Sept.30th2012from population stastistics annual report. We useSQL-language to count the emigration number,immigration number,household registerpopulation and real population from city,county and village levels in Hebei. We also make useof the6thChina Census data and statistical inspection data to verify the statistics outcome. Wethen conncect the population statistics data of village administrative unit and village-boundarydiagram of Hebei,with the help of floating population partitioning model made bycomposite-indexes method,set different thresholod value,and select the best partitioningcase.Then after superposing the type map of floating population zones and graph ofdevelopment population function zones of Hebei,we get the map of population developmentfunction subzones of Hebei province.By comparing the differences of single-index andcomposite-indexes method,we will be able to analyzethe cause of the type map.The calculation has indicated that when taking net immigration rate and grossimmigration rate into careful consideration, we can identify the floating population’s activedegree and floating direction of administrative unit of village levelin the same time, thereforebearing the characteristics and advantages of the former two single-index method.For furtherconsideration, we use the modified composite-indexes method by calculating the portion offloationg population in every single village taking on the total floating number of theprovince.This method will effectively prevent the overestimation and underestimation deviation of every village’s net immigration rate and gross floating rate,and make thepartitioning result more practical.The map which apply this method make the net immigrationactive zone,balance active zone and net emmigration active zone marked in adjacentplaces,presenting an apparent spatial principle.We can say the modified composite-indexesmethod exists as a rather reasonable solution.Researches have shown that information of the household population and floatingpopulation from the total population database is of great importance to us.The informationprovide us with an dynamic evaluation of population management and popluation zonepartitioning project can thus be carried out more smoothly.
