In twenty-first century, the global competition turns from the competition of natural resources and capital resources to human resources competition. Human resource has become an important element for business competition and one country’s economic growth. Its development strategically lays foundation for economic and social development for countries and regions. Without exception, the battle for talents mainly focuses on high-leveled talents, who are key factor for a country or region to stands out and an important source of scientific and technological progress and economic development. Therefore, building and boasting a sum of high-leveled talents directly affects core competitiveness of a country and its international status. Under this background, cultivating practical requirements of high-leveled talents directly promotes profound changes of personnel management science and practice. In view of this, the thesis mainly discusses the problems concerning the governmental policy in terms of personnel management with the theory of talent management by systematically illustrating relevant theory of talent management. Based on it, the thesis discusses internal correlation between Xiamen city’s talents situation and the government policy. With the empirical method, we put forward some constructive countermeasures on these problems. A few realistic difficulties in the practice of the governments’soliciting high-leveled talents, including the imbalance between the supply and market demand, discordance between government policy and individual demand. Faced with these difficulties, the thesis analyzes the causes which include the deviation of policy value direction, the lack of satisfaction of government demand, the limitation of the aimed groups. Based on the above analysis, the thesis puts forward a couple of constructive points, such as paying attention the real demand of talents, building agreeable atmosphere for the talents, completing the soliciting policy, adding more soliciting channels, building up praising mechanism and so on.
