Study On The Policy Factors And Countermeasures Of Innovative Talents Agglomeration In Jiangsu Province

Under the environment of the great development of science and technology economy, innovative talent has important significance for the construction of the national innovation and the implementation of scientific development concept, even related to the development pattern of the whole country. While in recent years, the economic development of Jiangsu province is very rapid, comprehensive ranking at the forefront of the country, receiving the attention of all regions in the country. However, whether it could continue to maintain good posture in innovative environment and accelerate the pace of independent innovation, the key lies in cultivating talents, attracting and gathering innovative talents of various regions in domestic and foreign. Innovative talent is the key factor to promote the development of innovative economy and achieve innovation driven in Jiangsu province. The agglomeration effect of innovative talents is conducive to more fully play the role of innovative talents. Among these factors that affect the agglomeration of innovative talents, the guiding role of government policy factors is becoming more and more important.To achieve independent innovation, it need for government policy advance. Firstly, the study based on domestic and abroad research status, to define the innovative talents, talent agglomeration, and other related concepts, systematically expound talent agglomeration theory, it lays a theoretical foundation for further research. Secondly, based on the reference of domestic and foreign literature, the influencing factors of innovative talents agglomeration in Jiangsu province were analyzed by questionnaire. According to statistical results, the factors that influence the agglomeration of innovative talents in Jiangsu province are various, the most important includes scientific research, the household registration policy, outstanding achievement award and authorized patents. Once again, confine the number of regional high-end talent, effective patent has, national research project number, R & D innovation and market value as the measurement dimension of innovative talents agglomeration, construct the model and put forward the corresponding hypothesis. And then, by correlation and regression analysis, calculating the degree of correlation between the various factors and testing the hypothesis, draws the conclusion that government investment in research, the household registration policy, outstanding achievement award, patent licensing etc. all has significant positive correlation with innovative talent agglomeration.Finally, according to the empirical analysis conclusion, this study would provide more effective corresponding countermeasures and suggestions for the government to aggregate the innovative talents, such as increasing government financial subsidies, providing technical support and standardize guidance, simplifying procedures, increasing settled evaluation standards, sounding performance evaluation mechanism, and improving reward system, refining the innovation policy of patent protection, protecting intellectual property rights according to the law and so on.
