The balance of education should include two aspects with respect to its connotation.At first,the balance means equalization,equality,average and homogenization,this being the first connotation.And then,the balance means to strike balance among the relevant beneficiary parties and bodies inside and outside the system,the balance point of all elements within the system,this being the second connotation.The balance of compulsory education refers to any school-age students are able to receive equal,fair and homogeneous compulsory education regardless of race,ethnicity and gender,which belongs to its first connotation.In addition,balance of compulsory education also refers to the balance between relevant stakeholders and interest subjects in the compulsory education system,such as the balanced development of morality,intelligence,physique,art and labor,which belongs to the second connotation.To accurately understand the nature of compulsory education balance,its important value to the proliferation of human society should be accurately grasped by putting it in the perspective of human social evolution and educational ontology.The balance of county compulsory education means that,governments at all levels,in accordance with the requirements of relevant national laws and regulations related to the balanced development of compulsory education,combine with the practical development of counties' economy and society,study and adjust the development plan and ideas,formulate policies and implementation programs,to ensure that basically equal compulsory education resources shall be shared between urban and rural regions,different schools and groups,thereby ultimately achieve the equalization and optimization of the compulsory education.China's actual situation decides that the balanced and quality development of compulsory education should be pushed forward from the county areas,which is also closely related to China' s existing educational development level and educational management system.At present,relatively authoritative criteria for county compulsory education balance mainly has two sources as below:1)the judgment of the Supervisory Office under China' s Ministry of Education;and 2)the judgment of various provincial governments.Based on its original intention and purpose,this study mainly explores into the county compulsory education balance in Liaoning Province starting from the judgment data of compulsory education balance by the Supervisory Office under China' s Ministry of Education and Liaoning Provincial Government.Typical experience concluded by Liaoning Province in pushing forward balanced development of county compulsory education includes efforts in government-led and multi-sectoral coordinated promotion,improvement of compulsory education construction and qualifying standards,care for vulnerable groups and optimization of teaching staff as well as accelerated connotation development.Meanwhile,some problems indeed exist in Liaoning Province.For example,discrepancy remains between urban and rural regions,among different areas as well as different schools;some town-level schools have quite a few large-size classes with too many students;the development level of schools directly affiliated to city government is low;staff arrangement is inappropriate;assessment indicators of balanced development among schools need to be improved;and some compulsory education schools are not up to standards etc.To further improve the balanced development of compulsory education,the education funding system should also be perfected,efforts in the government coordination be intensified,and the structure of teachers continuously be optimized while learning from these experience above and tackling these aforementioned problems.Furthermore,efforts should also be made in constructing the evaluation system of balanced development of compulsory education in an all-around way.
