The government is responsible for promoting education equalization because it is key supplier. Promoting education equalization is a great issue of education fair. The paper focus on compulsory education equalization is took four parts.Firstly, the theory of compulsory education balanced development. This part elaborates the meaning of compulsory education balanced development and theory of opportunity equality, Rawls’A theory of justice.Secondly, promoting measures of compulsory education equalization. The government does many jobs on enhancing education facilities and teacher level.Thirdly, the appearance and causes of compulsory education non-equalization development in Liaoning. This part elaborates appearance of non-equalization in regional differences, urban-rural differences, teacher’s payment differences aspects, and causes in social structure, systems, policies aspects.Fourth, promoting suggestions of compulsory education equalization development in Liaoning. The suggestions come from strengthening the concept of educational equalization. improving the functions of the government’s education, the reorientation of public education policy, strengthening the management of teachers, innovating educational mechanisms.
