The nature of information literacy is a fundamental capability that people should have to meet the needs of the global information technology.By analyzing the previous standard definition for information literacy, after comprehensive comparison, the meaning of information literacy is divided into three areas:Information awareness, information technology, information ethics. Information Awareness include:information awareness, information needs, information evaluation, information innovation; Information technology include:organization and management of information, access to information, information to use. Information ethics include:Information norms and principles. High information literacy teachers must be equipped with these abilities of highly skilled.Development of the information age and the information society asked information literacy teacher for high-demand. This demand is both on the quantity demand and demand on quality. While the demand on quality is the most important needs, Mainly for three terms. First, the information age asked society citizens for requirements in the information literacy.To adapt to economic and social development, It requires citizens to have some information of knowledge, information technology, information ethics. The task of enhancing information literacy of citizens ultimately falls upon teachers. Teachers as implementers and bear of this arduous task, Bound to put forward their information literacy and higher requirements. Secondly, the high quality of education require teachers are armed with high information literacy. Just because of the high information literacy teacher has a good sense of information, skilled teaching information skills, and noble information morality, These features has an important role in promoting and improving the quality of education. Finally, education information technology and the new curriculum reform made Information literacy teachers in high demand. In information age, National reform in education reform must be information technology, and the new curriculum reform must also move towards information technology. However, the effect of the reform depend on the high information literacy of teachers. Because teachers are finalized implementers, information Literacy determines the result of reform and whether concepts of information technology reform can be really put in place, determines the end of reform.The supply of high information literacy teachers have a variety of ways, but Teachers College is the main supply place. Normal students prepare for future teams of teachers, and will eventually move towards a teaching position. Therefore, as future teachers,the education and training of information literacy of normal students must be focus seriously as a great problem. By comparing and inducting the previous two surveys, we got the current situation of information literacy for normal students:generally less. And then we analysis the reasons. There are four main reasons: the lack of institutional support, lack of information resources, the lack of information on resources, their own lack of normal students.As far as the problem that shortage supply of high information literacy teacher, strategies are proposed to solve in this article from the macro-level, meso-level and micro-level. Macro level, state and local government should focus on training normal students’ information literacy, good leading and guiding role to play, and the development of relevant systems and education systems; Meso level: Teachers College should provide a good, diverse information resources the environment as normal students’ information literacy training and education, and establish a sound system of information literacy courses; Micro level: normal students should enhance their awareness of professional development and consciousness.
