Capital Link:the Growth Of Autonomic Capital And Democratic Governance

In the context of the development of our cuntry’s market economy,rural policy pays attention to the livelihood of the pepole,and shift towards giving more,taking less and allwoing flexibility,state and rurual community to interact,the opportunity to aceess to capital of the village is increasing. From the capital villagization perspective, this article adheres to the empirical research method,through analyze the capital growth logic in the case village,to discover the action mechanism of capital link, namely the double line relationship between automatic capital growth and democratic governance.Ping village’s capital growth is divided into three categories, the back of capital owned by the villagers changed the village authority,the connotation of the new authority is more multivariate and rich,must have the ability to control the capital, received the villagers’ recogniton.External captial take village power as the mediation,the later rely on its mobilization and organization skills,dominated the process of foreign capital enter into the village,utilize foreign capital to broaden villagers’ participation channels.Community capital integration take the cooperatives which is a blend of political,economic,social realtions circle as the carrier,it formed different participation mechanism because of the integration contains different kinds of capital,and break through the limitation that the villages’organizated participation form limited in political area in the past,formed multiple properties organized participation.The reason why three kinds of capital growth are able to integrate into the growth of the village autonomic capital, thereby play a role of linking villagers participate in village governance, is that it shoud under the dominance of village power which has high ability of organization, by villagers’ demisability right to earn profits,then meet the requirements of capital investment and return balance. Affected by the types of capital,the villagers’rights consciousness,and the motility of the villge power,with the growth of autonomic capital,villagers’ participation has multi-level features,presents a multiple gradient participation exist state,which is from low to high,from indiciduals to the organization,from political to comprehensive.Analyze the above changes from the village governance perspective,in the process of the three kinds of capital growth,the subjects of village power and rights involved,formed the interaction between village power,villagers and capital,reshaped the village political ecology,village industrial development promotes the increasingly diversify of the village governance body and resources,benefit correlation between the subjects gets promoted,community connection degree gets improved,the change of village governance micro elements formed new medium governace structure,developed into a pluralistic democratic governance mode that corresponds to the village capital structure.
