Not only is civil charity altruistic behavior of great significance for building a harmonious society, but also is the inexhaustible source of philanthropy which helps to achieve good morality and interpersonal harmony. Both donations and voluntary behaviors are important altruistic forms, a window for Chinese citizens to participate in civil society. At present China is in the middle of social transformation, which also brings about some problems and difficulties to the construction of spiritual civilization, therefore, the current situation of domestic civil charity altruism activities drew the attention of many scholars. Most domestic scholars have put focus on donations and volunteer groups or studies on organization behaviors while fall short of research objects with the emphasis on the public who happen to be the main participants; They have done a shallow descriptive analysis just from the viewpoint of a macro social environment, external situation and existing problems, lacking empirical research. I will use the resources theory such as human capital, financial capital, cultural capital and social capital which were used by foreign scholars to conduct a comprehensive analysis on what factors influence people’s donation wil ingness and voluntary behavior.In this article, multiple linear regression models and logistic regress were used to analyze the casual relations hip through the survey data on “2012 social development and construction”. First of all, I have analyzed the relationship between various resources variables, urban and rural variables, regional variables and donation intention, volunteer activity. Second, because of special “urban and rural separation system” across our country, the influence factors of people’s donation willingness and voluntary behaviors in urban and rural areas are analyzed and discussed. Besides, I did factor analysis on one of the dependent variables “donations willingness” and then extracted “donation willingness for ascribed social vulnerable groups” and “donation willingness for acquired social vulnerable groups”, exploring different influential factors.The results showed that: in addition to health variables, organization participation, human capital and financial capital variables and donation willingness also have a reverse relationship with cultural capital, while social capital and donations willingness present positive correlation accordingly; O nly the variable of system trust has a negative impact on voluntary behaviors of residents, but other resources elements have positive connections with them; types of community, geographical locations and donation willingness, voluntary behaviors have a significant impact as well; Urban and rural areas within the various resources for residents’ donation willingness and voluntary behavior have difference influences; In addition, different resources for “ascribed vulnerable group” and “acquired vulnerable groups” donation willingness also have difference effects.
