At present, the compulsory education balanced development is the strategy to promote the development of education in our country. Small school as a weak link of rural compulsory education should be given more attention. In2012the ministry of education launched the places of digital resources for the whole project,aimed to provide corresponding resources and equipment,for all small schools in China,in order to make all small rural schools also can enjoy the high quality teaching resources,and gradually improve the situation what courses prescribed by the state have been missed long time faced by small rural school.When the teachers from small schools saw the "digital resources" they are usually happy and sad. Having such good resources is so happy,but unknowing how to use making them sad. For comprehensive understanding of the situation of digital resources using in small schools,founding the problems existing in the teaching process, timely help teachers to better promote the project, and better realize the balanced development of compulsory education is very important.In this paper, on the basis of previous studies, combining the actual situation of small schools to design the questionnaire" The situation of digital resources application in small schools". The contents of investigation mainly includes the schools’infrastructure conditions, teachers’basic information, course setting, teachers’knowledge to master the theory of technology, teaching application situation of digital resources, the problems existing in the process of using digital resources and suggestions of improvement and management of digital resources application,etc. In order to ensure the scientific and rationality of the questionnaire, the experiments are conducted before carrying out the test, test the reliability and validity of the questionnaire. Then, the object of investigation are the teachers from small schools and primary schools in HuangShi, HuangPi, XiaoGanl. Using spssl3.0software to analysis in order to obtain results.The teachers’ degree in small school is lower than ordinary primary school. The teachers’age structure in small schools is older than ordinary primary school.The mainly problems in the use of digital resources are:the ability of digital resources application is low; limited number of available resources; Insufficient teaching application of digital resources. For the problems teachers have met in the application,with knowledge of information technology and curriculum integration theory as the instruction to propose the strategy of application digital resource, namely flexible resource selection strategy, localization strategy, digital resources application mode diversification strategy and combined with third grade English "At the zoo," a lesson for the case design, in order to better guide the teachers to use digital resources.
