Shaanxi Higher Education Development Model Innovation

As is known to all, Shaanxi is a large province of higher education, but not a strong province of higher education, it is called "Shaanxi phenomenon". One of the reasons is that the model of higher education development cannot meet the needs of its own development and social economic development. The model of higher education development is the way and pattern of higher education development that directly related to the development of higher education. Therefore, researching on the model of Shaanxi higher education development is necessary and urgent.This paper uses the methods of combining history and logic, based on related theories, firstly, analyzes evolution mechanism of the model of higher education development, summarizes the rules and characteristics. Secondly, elaborates characteristics of the models of Shaanxi higher education development, and analyzes disadvantages of them. There are many disadvantages, for instance, talents be trained have no longer adapt to the social and economic development, colleges and universities don’t have its own characteristics, the development of private higher education meets difficulties, the level of internationalization of higher education is low. To solve these problems, the model of higher education development requires innovation. Factors affecting innovation are higher educational structure, higher educational system, path dependency and traditional cultural beliefs. Aiming at these problems, combining with the influencing factors, analyzing the necessity and feasibility of model innovation of higher education development, following the principle of advanced coordinated sustainable development, four kinds of models are proposed: to promote regional economic development-oriented development model of University Science Park; to achieve allocation of educational resources-oriented development model of resource sharing in university town; to achieve investment diversification-oriented development model of independent college; to improve higher educational development-oriented development model of internationalization of higher education.
