The integrated development of urban and rural compulsory education has become an important subject in the field of education,and it is also the development direction of our country for a long time in the future.Teacher's exchange is an important way to realize the integration of urban and rural compulsory education.Teacher communication is not only the optimal allocation of educational resources,but also the guarantee of educational equity.However,it's influenced by history,economy,system and other elements,the implementation effect of teachers' exchange in China is unsatisfactory.The formulation,propaganda,implementation and feedback of teacher exchange policy need to be further improved.Based on the integration of urban and rural compulsory education,this paper studies the teachers' exchange of compulsory education in Dingzhou City,Hebei Province.First of all,this paper expounds the theoretical basis and the scientific connotation of the core concepts of this study by sorting out and summarizing the relevant policy documents and literature on teachers' exchange and the integration of urban and rural compulsory education.Secondly,This paper expounds the development of teacher exchange in Dingzhou city,including the process of making the policy of teacher exchange,the concrete implementation method of teacher exchange and the results achieved.And then,after designing the questionnaire and interviewing outline,random sampling method to investigate the primary and secondary schools in Ding zhou,and the current situation of teachers' exchange in Ding zhou was sorted out from multiple perspectives according to the survey data and interview content,In Ding zhou city,The teacher exchange exists that the school cannot manage the exchange teacher effectively;the transparency of the selection of the exchange teachers needs to be improved;the distribution of the teaching subjects of the exchange teachers is uneven;the teachers' recognition of the communication is low;Teachers face the double problems of teaching and living in communication activities.The reasons for these problems are manifold:The personnel establishment and management of exchange teachers are confused;the interests of schools and exchange teachers are infringed;the propaganda of exchange policies is not inplace;the implementation rules of exchange policies are unreasonable;and the corresponding management measures of exchange are not perfect.Finally,the paper puts forward some countermeasures for the existing problems of teachers' exchange in Ding zhou so as to provide references for the improvement of teachers' exchange in Ding zhou and the integrated development of urban and rural compulsory education.
