Community education is an education activity which in a certain geographicalarea and making full use of various educational resources. Its purpose is to improvethe overall quality of all members of the community, the quality of life and thepromotion of regional development. Community education is an important part of theconstruction of lifelong education system and also the prominent position of creatinga learning society. With the concept of “to develop the lifelong education and towardthe learning society” wining supports among the people, The governments andacademics are paid more and more attention and support to Community educationwhich has become the new trends in the development of international education andalso been the mission of education about the full realization of “two to one hundredyears”.With the creation of a learning society and the promotion of lifelong educationsystem, the academic research on the status and countermeasures of communityeducation has become increasing rich. The research on community education aremostly based on the perspective of big city. But the research on the specific locationof the combination of urban and rural areas or the three lines of urban areas is not richenough. However these areas have a greater proportion in the population, greatpotential in economic development, important position in the civilization constructionand with good conditions in the community development. But there is a large gap inthe development of Community education. Therefore it is necessary to strengthen theresearch on the status and countermeasures of Community Education in Urban-ruralintersections.Based on this,the research Take Beijing city of Shunyi District which has thedistinct representative as the research object, with its present situation and problemsas the main study content.The purpose of research is to summarize the communityeducation countermeasures in this kind of area and spread to such towns. The researchmethods of the paper include literature method, observation method,interview method and questionnaire method,and so on. The paper researches Communityeducation of Shunyi District through the field research. With analyzing the data of thesurvey results,summarize the basic situation and the problems on Communityeducation in Shunyi District. Such as: Firstly,the number of Community educationinstitution are not enough and with fewer facilities especially in sub-district office(township) and community (village); secondly,there are short of the professionalpersonnel of Community education and volunteers are insufficient too; thirdly, thecommunity inhabitants participate in the Community education activities withoutenthusiasm; fourthly, the funding of Community education is seriously insufficient.To solve these specific problems. This study puts forward countermeasures andsuggestions: Firstly, to develop and integrate Community education resources, and tocreate the digital learning community; secondly, to further expand Communityeducation professionals and enlarge the team of community volunteers;thirdly, topromote Community education vigorously and organize the Community educationactivity according to the real appetite of local residents; fourthly, to encourage andguide nongovernmental sectors to invest in Community education,and to managefunds of Community education effectively.
