Education, as a way of social update, not only leads to human’s progress, but also updates itself because of the possibility and infinity of human’s development, which has distinctive characteristics of times. Internet, the symbol of the information age, exerts a strong influence on education, including teachers, students, teaching content, teaching methods and even the fundamental educational thought. Compared with the traditional education, Internet-based education, equipped with brand new information carrier and learning mode which is different from that of the formalized education, makes the learners more and more subjective. Though Internet-based learning has a great deal of advantages for development, the attention paid to it is not enough at all. People only treat Internet-based learning as an experienced and specific educational activity, or just study how to make full use of Internet technology applied to the educational activity from the perspective of technology, resulting in the ignorance of studying the influence exerted by the Internet and Internet culture on educational factors from the perspective of Pedagogy, as well as the lack of a theoretical summary of the Internet learning activity. It is a trend that the development of current education must be based on Internet-based learning, which can speed up the formation of the Internet educational theory. Taking the situation of Internet-based education into consideration, researchers will focus on the study of structuring the theoretical system and searching the logical starting point of Internet-based education discipline in order to guide its development.The thesis, firstly, analyzes and verifies the possibility and necessity of Internet-based education discipline. On the one hand, the development of Internet, the national policy on information technology, and the large amount of netizens make it possible to structure Internet-based education. On the other hand, the reform made by Internet-based education on the traditional education and the conceptual difference between Internet-based education and other educational activities provide the necessity for further development of Internet-based education. Secondly, by analyzing the development history and studying the previous researches, it can be found that the nature of the logical starting point has three laws:The logical starting point is the easiest and the most abstract category; the historical starting point and the logical starting point are consistent; the starting point and the ending point are dialectical and unified. Thirdly using the prescriptive feature of the nature of the logical starting point as a verifying tool and referring to the logical starting point of Pedagogy, the view that Internet-based learning is the logical starting point of Internet-based education is purposed and it can be deducted into the other nine theoretical categories according to the Internet-based learning subject, such as the Internet-based learning theory of information platform, the subjectivity of the activity, the activity object, the contacts among the main subjects and so on. At last, the thesis analyzes the significance and value of the role played by Internet-based learning both from the perspectives of theoretical level and practical level. In the theoretical level, it deems that Internet-based learning is beneficial to broadening the cognitive perspective, establishing the foundation of structuring Internet-based education, and endowing the learners with more subjectivity. While in the practical level, it can help to get rid of the bias made by the traditional education on Internet-based education, focus more on the need of the learners, and reform the current conditions of Internet-based education which has some undesirable phenomenon, thus to make the Internet-based education come back to its original educational nature.
