With the dramatic changes taken place in the social environment and the natural en vironment, the factors that threaten people’s lives and safety are increasing. These sudd en disasters such as2008Wenchuan earthquake,3-11earthquake in Japan allowed us to recognize the fragility of life and valuable. Disasters as a key factor affecting the sustain able development of mankind, are also attracted more and more people’s attention. Japan, as the disaster-prone country, focus on the study of disaster for a long time. With disasters are becoming more and more complex and diversified, Japan chooses the disaster education which will mainly systematically be implemented by schools, and has been regarded as an effective measures to reduce the losses caused by disasters.After years of practice, formed a unique school disaster education system. Disaster education planning arrangements in the school’s educational goal and content, do top-down layers of pushing, detailed and specific; in the implementation of school disaster education, promote innovative ways to ensure the unity of knowledge and practice;the implementing guarantee of disaster education in schools, integrated multi-power, legal norms, the resources in place etc.Therefore, this article attempts to interpret the contents and implementation approaches of the disaster education of primary and middle school in Japan,and summarize the experience and lessons of its implementation.and hoping it could provide a certain amount of inspiration for improving our school’s disaster education.This paper mainly focuses on the systematic analysis of the objectives and content of the disaster education of primary and secondary in Japan (theoretical level), implementation approaches (practical level) in order to provide a useful reference for our school disaster education.This paper consists of six setions.Introduction, including the origin of the study; review of existing studies abroad; define the core concepts; introduce the ideas and methods using in this study.The second section:the key is mainly from Japan’s disaster-prone conditions, cultural disaster etc analyze the background of Japan’s disaster education.The third section:Mainly summarizes the Japanese national level’s (MEXT) and the local level (taking Shizuoka Prefecture as an example) planning for the school disaster education goal and content.The fourth section: Mainly summarizes and introduces some important implement ways for primary and secondary schools’disaster education in Japan, they are:course teaching; disaster prevention drill and practice; external field study experience. Lastly, choosing an example to show the specific implementation of the primary and secondary schools’ disaster education in Japan. The fifth section:Mainly summarizes and introduces the primary and secondary schools’ disaster education guarantee system:legislation guarantee resources guarantee; social support guarantee, etc.The sixth section:Based on the above analysis of the primary and secondary schools’disaster education in Japan, combining the implementation situation of disaster education in our country, and acquiring some relevant inspirations to improve the low implement efficiency problems for our school disaster education.
