The Supply Of Compulsory Education "shadowless Effect" Perspective

From the micro perspective, compulsory education is the beginning for our citizens to strive for the future and to elevate one’s moral level. From the macro perspective, compulsory education is the cornerstone to promoting the whole nation’s basic competence. However, taking account of the exterior feature of the compulsory education and the present condition of the compulsory education is holding by government, the author think that the compulsory education which is a kind of public goods can not have the best development by providing in single and mixed styles.In our current economic conditions, the government significantly is lack of supplying capacity to compulsory education. Although the compulsory by the nature of public goods is an institutional arrangement, and the government supply is also an institutional arrangement. But in the actually supplying process, market and community, through market mechanisms and compulsory social mechanisms are involved in the supply, showing in financing funds, organizing private schools, donating educational facilities and so on, these are all auxiliary supply to compulsory education, while contrasting to market and society, families and communities did not fully play their own performance in the supply of compulsory education. Moreover, it is the status quo that country put its expectations in the beginning of compulsory education, and in the end family and society have their own expectations. Sometimes these two expectations are not always consistent that causes many problems, so these facts require us to rethink and plan the supply of compulsory education.Given these realities, According to the idea of "encircle trees, born Haomo; nine units from tired soil; trip of a thousand miles begins with one step", we should pay attention to compulsory education. In this context, this paper attempts to expand the study of the following three parts: carding the investment status quo of compulsory education, analyzing it with the "shadowless effect" theory, putting forward corresponding countermeasures. I hope to join the compound type on the basis of existing single-type substance and mixed on the main supply, I hope in the compulsory education supply through the norms and practical guidance to effectively play the family’s social and emotional companionship of effectiveness, the community’s environmental and cultural influence performance. Ultimately it is that blueprint the government、schoo、social、 market、community and family together focus themselves to play a role and simultaneously play performance on compulsory education supply.
