Research On The Collaboration Between Nonprofit Private Education Organization And Government

The contradiction between diversity of public service supply demand and government ability insufficient is the root of many social problems in China. Improve the government public service ability maximum under the existing government scale and limited fiscal spending become the exploring target of the government. With the development of social organizations in our country, its role in the supply of public products and services gradually highlight and entered into the government’s vision. They become the important supplement of government’s deficiency in public service supply, so the cooperative partnership between the government and social organization also established gradually.This article mainly research in how to construct the relations of cooperation between social organizations in the field of education and government. This article introduce resource dependence theory as analysis tool, through the analysis of the resource status of government and non-government education organizations and the resource dependence relationship between them, to research the relationship between the government and non-government education organization at present, and proposed strategy and measures to build a cooperation relation that based on the resource interdependence and equal.The article is divided into five parts to discuss this problem. The first part is the introduction of study. This part introduce the origin and background of the research, and also introduces the value and significance of the research, and summarize the relevant research results at home and abroad, pointed out the research innovation point of this article at last. The second part define some key concepts, and discusses the connotation and analysis framework of resource dependence theory, lay the theoretical foundation for later study. Based on the resource interdependence theory, this part analysis the resources of government and non-government education organization, and relations they depend on each other’s resources. This party also discuss the value concept convergence and function complementary of government and non-government education organization, to proof the feasibility and necessity of the partnership between that two organization. The third part mainly analysis the development history and the present situation of non-government education organizations in our country, and introduce the Xian Yuan school as a case, to analysis various difficulties the non-government education organization have faced in the course of development. According to the case above and the development present situation of non-government education organization, this part analysis the difficulties and obstacles faced by the government and non-government organizations in they established the cooperation relations. The fourth part take resource dependence theory as the breakthrough point, aim at the problems of cooperation relationship between the government and non-government education organization, put forward the corresponding countermeasures and suggestions. The fifth part is the epilogue of the article. This part briefly summarize the conclusions of article, and indicate the possible research directions in the future.
