The Research On Urban-Rural Construction Land Structure And Layout Optimization

At this stage, China’s urbanization process is accelerating. The rapid development of the town partly leads to unreasonable allocation of the land and the contradiction between urban land supply and demand is becoming acute. How to make use of urban land resources reasonably, and optimize the structure and layout of urban-rural construction land has become an urgent problem to solve.The social and economic development in Lingling District is in a phase of rapid growth currently. Lingling District played a positive role in land-uses, especially in overall planning, land management, implementation of use control, cogent protection for farmland and the control of urban construction land. With the higher level of urbanization and the’socialism new villages construction’, the contradiction between ’construction’and’have a meal and ecological protection’is increasingly intensified, so is the contradiction between the’construction land’and’agricultural farmland’. In order to implement the spirit of16th CPC National Congress, which is to build a conservation-oriented society, carry out the implementation of the strategy of central China and better integration into the Pan-Pearl River Delta Economic Cooperation Circle, it is of great significance and urgency to ensure Lingling District economy fast, continuously, and steady growth, adhere to the scientific outlook on development as the guidance, carry out in-depth development of Lingling District optimization urban and rural land use structure and layout research, and overall arrangement and layout of urban and rural land.This paper mainly studied the Lingling District problems in optimization and regulation on the urban and rural land use structure and layout. The basic idea of the research is to carry out the system diagnostics with the historical evolution and current characteristics of urban and rural land use structure and layout of the Lingling District. And based on the capacity of regional land use, socio-economic conditions resources and the environment, the paper takes full account of the influence of rapid urbanization, new-type industrialization and agriculture industrialization on Lingling District in urban and rural restructuring and land use. The author used a combination of qualitative and quantitative multi-disciplinary integrated research methods to reveal the main issues and underlying causes of urban and rural land use structure and layout of the Lingling District. And through the establishment of sub-regional classification type, multi-layered regulation of construction land planning standard system, the author predicted Lingling district urban land, the scale structure of the towns land, rural residential land and independent industrial and mining sites in2020; estimated new construction of the urban and rural land and explored the plan of the city urban and rural land space layout optimization from2010to2012. At last, based on urban&rural integration, and land structure and layout, the paper put forward to an optimization measures for Lingling District. The main conclusions are:(1) In Lingling district, there is balanced geographical distribution, distinctive hierarchical scale in urban areas and various types and the initially appeared special features. And the population is mainly concentrated in urban areas, but the urbanization process is slow and level is not high and there is a large difference in rural&urban development.(2) Independent industrial and mining land’s alteration is the biggest, followed by rural residential land and Towns land-use(3) The obvious contradiction between urban-rural lands, rural settlements scattered, and a higher rate of idle land; and the show old village transformation and urbanization; the obvious contradiction between construction land development and farmland protection.(4) To optimize the structure and layout of Lingling district in urban and rural construction land, it should properly grasp the development trend of urbanization and protect the town construction land; to build the control standards for the development of urban and rural construction land conservation and intensive use, so as to promote economical and intensive use of urban and rural construction land development; to establish economic restriction mechanism to curb the inefficiency of the agricultural land switch; to coordinate the layout of urban and rural land for construction of basic farmland, and scenic areas of land, to promote harmonious development in urban and rural construction land use structure and layout; to implement the policy of urban construction land growth should be linked to the rural residential land reduce; specify urban and rural land use rights system.
