State-owned enterprises are also middle management personnel performance evaluation has been themanagement of scientific research hot spots, but also one of the difficulties of the State Property Management.How to establish and implement the scientific and rational performance appraisal system, helps to correctlyguide the business behavior of middle managers in state-owned enterprises, improve the competitiveness ofenterprises, successfully achieve corporate strategic objectives, the management of state-owned enterprises andthe researchers actively explore the problem.In this paper, a state-owned enterprise (referred TP) background, and diagnostic analysis ofthe performance appraisal system of the existing middle managers at many unscientificassessment content and process, and the use of human resources management theory, combinedwith the actual situation, the use of the Balanced Scorecard to improve middle managementpersonnel performance appraisal, which is not only scientifically implementation of theassessment staff, and to better implement the corporate strategy, corporate strategic objectives isclosely integrated with the personal goals the evaluation of characteristics. Finally, the enterprisebased on the Balanced Scorecard performance appraisal system for the implementation of itssafeguards.
