Dynamic Evaluation On The Process Of Construction Of Xi’an Innovative City

In the beginning of21st century, on the background of economic globalization, more andmore countries put Innovation in the basic force that help win the international competes, so theyinvest lots of capital money, researchers and equipments into innovation, and issue preferentialpolicies to urge domestic enterprises to research and develop, which aim enhancing the ability ofthe country’s overall innovation. China’s Party Plenum has defined “promoting independentinnovation and building innovation-oriented country” as a national development strategy, andthen the cities proposed to build an innovative city response to the central’s decision-making.Building an innovative city has become the basic trends of global urban development.Evaluation index system of Innovative city is a very important part of the innovative citytheory, and is particularly important for the construction. Evaluation index system of Innovativecity can measure the progress of innovative city state, and settle practical problems, and predictfuture trends, to provide a clear future direction. To understand the results of a city building, weneed to use the evaluation system of its horizontal and vertical contrast, especially for dynamiclongitudinal evaluation, to locate the city on these two dimensions, in order to accurately andcomprehensively reflect the actual situation of urban construction.Firstly, this paper about innovative city status are reviewed and put forward innovativeconnotation of the city, to lay a solid theoretical foundation for the full text, and then analyze theconstituent elements of innovation-oriented city,innovative building to reflect the innovativestatus of indicator system of urban construction, and explains the meaning of each indicator.Taking Xi’an as an example, and selecting the other four cities, and using dynamic evaluationindicators system, Xi’an overall innovation capability that has continued to improve, butinstitutional innovation lagged behind other cities, is the need to focus on building component.Finally, suggests and advices are given to the government in order to better enhance theinnovation capacity of the city of Xi’an, This paper has the following main conclusion：(1)By viewing the theory of innovative city and analyzing evaluation system of the domesticand foreign innovative cities, give a definition of innovative city, and build a set of simple andscientific dynamic evaluation system, and explain each indicator in detail.(2)Dynamic evaluation methods be applied to the evaluation of innovative city,from bothhorizontal and vertical aspects evaluate and analyze the construction of Xi’an to know the gapwith other cities for six years, and deficiencies and strengths in process of construction.(3)Through analysis of the Xi’an construction, know that its condition is good, the innovativeability has continued to improve, but technological innovation and institutional innovation lagged behind other cities selected for contrast, both of which have been restricting the construction ofinnovative city of Xi’an. Finally, policies and measures are given to speed up the process of Xi’anconstruction, in order to promote economic and social develop sustainably and rapidly.
