China is one of the world’s biggest crop and straw producers. Straws are natural renewableresources which contain large amounts of cellulose. However, with the development of ruraleconomy, the ratio of straw utilization as living fuel sharply decreases. More and more farmersburn straw in the field directly, which has caused serious environment pollution and resourcewaste. The resource utilization of crops straw is an effective way to solve the problem of strawburning, and is also important for realizing recycling agriculture and low-carbon economy. Theactive participation of the government, farmers and enterprises is necessary in straw resourceutilization. Nowadays, the central and local governments have formulated a series of policy forimproving the straw resource utilization, but the incentive effect is not obvious, straw burningphenomenon still exists. Therefore, it is important for the government to formulate a set ofconcrete and complete policy support system to realize the recycling use of straw, which is alsothe topic in this study.Based on the above background, we calculated the crop straw outputs in recent years inChina by the straw to grain ratio algorithm according to the grain production data in ChinaStatistical Yearbook, and analyzed the problems in straw resource utilization in China on thebasis of the current straw resource utilization situation and government policies. Theoreticalanalysis, questionnaire investigation and case analysis methods are used to analyze the behaviorof farmers, businesses and consumers and the role of government in the straw resource utilization.Then we proposed specific policy proposals on improving the straw market, providing technicalsupport and fiscal policies, perfecting laws and regulations and strengthening propaganda andeducation, and finally built a policy support system which contacts and meanwhile restricts thegovernment, farmers, businesses and consumers to each other.
