Human, financial, material, and information are the most important four resources in a modern society. Human resource as a core resource for enterprises and administrative development has very important significance. As the famous American management scholars Thomas Peter said:human is enterprise or business the only real resources. Management is fully the development of human resources to do good work.reproducibility is an important feature of human resources. That is, through the influence of external environment just like training and practice, stimulate endogenous knowledge of human resources by improving human resources use value greater play. Judging from the reality, the society is in rapid development. The changing organizational environment objective request every member of society should be training all the time for not behind the Times. In fact organizational competition is essentially talent competition, However in accordance with social development talent comes from among the employees receive life-long training. In practice, many people realize the importance of training though, is not certainly can do training work, because training work is not only rely on the relevant parties role in training, but also on the training process design of the scientific, systematic, effectiveness, this would be the training in practice is planning to implement a complete process. Based on the national economic and financial situation, and the development of the international financial crisis, effects of banking development and innovative step rapid, banking supervision in the face of challenges, the CBRC Inner Mongolia department have always been more attention on education training work since it established Judging from training form, adopted a concentrated training, video training, online training, exit inspection; Judging from the training content, mainly around the regulatory business, including on-site examination and the off-site supervision, financial, bank CARDS and off-balance-sheet business, credit business, real estate business, etc.; Judging from the training organization, the personnel specifically in charge of authority and branches that belong to the prison education training management, including branch training plans, teachers team construction, training achievement assessment, training project implementation. But education training work not from the overall consideration, the pertinence, systematic, effectiveness is poorer, at higher training costs appear under lower training effect and lower training satisfaction.
