Research On Government Supervision Tools Of Genetically Modified Food Safety

In recent years,the progress in the development of genetically modified (GM) foods have developed very rapidly, in expanding of production scale, production and the growing number of varieties.Genetically modified foods in solving the food shortage, food safety, promoting human health, protecting the ecological environment, will undoubtedly have an increasing impact.However,due to non-genetically modified foods is expected to change harm to humans, genetically modified foods is the nutritional content of the whole people will break the nutrient balance can not be determined.In order to eliminate the worries about the GM foods safety from common people and consumers, the government needs to supervise the GM foods. The most important issue of the government is on how and which manner can be used to supervise the GM foods.In the past safety supervision of GM foods, the government laid down the regulatory systems to manage GM foods and set up the relevant supervision authorities with the primary use of political, legal and administrative tools. However, these systems and authorities are not sufficient and the current supervision tools are not perfect and systematic.By analyzing the existed theories of government tools and supervision methods, therefore, the authors built an ideal theory framework, namely the theory of government supervision tools, and applied it to supervise the safety of GM foods. We analyzed the application status of the current government supervision tools in China, referred to various countries’ experience on the application of supervision tools to manage GM food safety and examined the present problems and reasons in the safety management of GM foods in China. Combined with our national situation, we further discussed the shortcomings in China in the application of government tools to manage GM foods safety and put forward the corresponding measures to perfect it.Firstly, it analyzed the safety issue of GM foods and the supervision theories in the lth and2nd chapters, brought forward a set of theories of government supervision tools on the GM food safety based on the previous research results, and assayed the meanings of various supervision tools and their interrelation.Secondly,in the3rd chapter,the authors analyzed and investigated the application of government supervision tools to GM foods in various foreign countries,summarized the rich experience from countries in a perfect regulatory tool, hoped find the shortcomings in the government regulatory tools applied,and improve the application of regulatory tools.Thus, in the final two chapters, the authors analyzed the theoretical applications of government supervision tools and the foreign countries’experience on the government supervision of GM foods, this paper presents the lack of application our management of government regulatory tools used in law and policy tools, administrative tools, business management instruments, economic instruments and market instruments and other aspects of social participation tools, proposes the measures of solutions to these problems.This paper takes the ways mainly about literature analysis, comparative analysis and specification to genetically modified food safety monitoring tools problems and proposes appropriate measures.All in all, the author expect to apply government supervision tools to supervise the GM foods, which in turn ensure the safety of foods, protect people’s health and consumers’legal rights, and guarantee the social stability.
