Research On The Route Of Citizenization Of Migrant Works To Promote Big Agricultural Cities Realize New Urbanization And Agricultural Modernization

Henan, as a major agricultural province, in order to promote a new type of industrialization, urbanization and modernization of agriculture (hereinafter referred to as "the new three "),must make efforts to solve the problems of the development of big agricultural areas. Migrant workers citizenization is the inevitable choice and unique ways of big agricultural areas to realize new urbanization and new agricultural modernization (hereinafter referred to as "the two"). But the existing urban-rural dual system limits the process of migrant workers citizenization, and also affected big agricultural areas to achieve "the two". On the problems of "the two" of big agricultural areas and migrant workers citizenization, some academics and practitioners have done lots of exploration, put forward many valuable ideas and practical measures, but so far they still have different views on the route of implementation of "the two". And there is less research results on the paths to realize "the two", especially on migrant workers citizenization that would promote "the two" of big agricultural areas. In this paper, the citizenization of migrant workers," the two" and the reality of big agricultural areas of Henan are combined with each other, the paths of how big agricultural cites achieve " the two".promoting by migrant workers citizenization are detailed studied, so as to achieve the theoretical innovation and the purpose of the policy design both. The paper focuses summary and analysis around the following five key elements:first, theories and analyses on the realization of" the two" of big agricultural areas ". Second, the paths, processes and mechanisms of how big agricultural cites achieve " the two" promoting by migrant workers citizenization. The essence of urbanization is to realize citizenization of migrant workers, the characteristic of " the two " of big agricultural areas is gradual citizenization of migrant workers. Migrant workers citizenization is both an important driving force and a provider of large number of highly qualified labor force. Third, difficulties and problems which migrant workers citizenization and " the two" are facing. The fundamental obstacle hindered not only migrant workers citizenization but also "the two". To realize " the two",we need to promote citizenization and resolve the problems of it. Fourth, possible conflicts and coordination in the process of migrant workers citizenization and "the two". Fifth, the system and policies designed to promote citizenization and "the two".
