Research On Social Risk Of Current Land Issue In Rural China

Land issue is one of the problems that should be concerned when we carry out research on rural China. Rural land issue has no longer been a simple technique problem or economic question, but the social problem and political issue. So when we research on the rural land issue, we should not only pay attention to the efficiency, but also to its value and ethics. A prominent problem in nowadays’ rural field is land conflict. The frequent outbreaks and rapid spread of land conflict implicates great social risk and this is why we carry out the research. Risk society theory is a leading theory of western social sciences. Although been introduced to China for just a few years, it has evoked great repercussions and been applied to the research in interdisciplinary. This paper applies risk theory to land issue study starting from the practical land conflict and progressively investigating the land system and its original political culture and behavior. By this viewpoint, this paper tries to find out some deep causes of China’s land issue and to explain its risk existence.Whether the land and risk are intimately connected referring to rural land issue? And what kind of risks does it have if the land risk is corroborated to be existed? What is the resolution to it if land risk and its types are clear? These are the questions that this paper tries answer. For achieving the goal, I divide this paper into three parts as follows:The first part includes chapter one and two, which are the theoretical basis of this paper. Chapter one is the introduction and foreshadows. Firstly, it reviews and trims the current research situation home and abroad and puts forward the research approach. And it briefly elaborates the core content of risk theory. On this base, this paper puts forward a theory leap from "land conflict" to "land risk" on current China’s rural land issue. Chapter two is the construction part of land risk theory system. Starting with the post-modern social and historical form, this chapter elaborates the relation between risk society and current China combining with the developmental practice and stage. And it divides land risk into interrelated hierarchies according to two different approaches. The second part includes chapter three, four and five. This part puts emphasis on the study of the three land risk types trimmed from the first part. Chapter three tries to analyze the risk of land conflict from the realistic point of view. Social mobilization mechanism is the indispensible core of land conflict cognition. And we should also start with the risk analysis of social mobilization when we carry out practical interpretation on the risk of land conflict disorder. In this chapter, we research the realistic risk problem in land conflict from the viewpoints of actor, action and social division of labor. Chapter four analyzes the regularity risk of land system from the viewpoint of institutionalism. With the thought from risk position, risk investigation to risk spreading gradually thorough, we elaborate the land system risk, its causes and spreading in practical land administration. Chapter five demonstrates the political attribute of land from the view of culturism and exposes the institutional risk. This chapter put forward that the core of current land politics is reflected in three pair of political relations, which are nation and people, politics and administration, power and market. While the institutional risk of the current rural land issue exists in all of the three pair of relation.The third part includes chapter six. This chapter mainly tries to put forward some resolution to the problem mentioned above. This chapter demonstrates that uncertainty and pan-politicization is the two main themes of land risk by normative research and puts forward some strategy-based and fundamental resolutions.Thereafter, this paper gives a general conclusion simple outlook on the research. The main theory contribution of this paper consists in its putting forward the new academic concept "land risk", dividing and explaining the type hierarchies of land risk according to the risk theory, and at last advising the management strategies based on former analysis.
