Employment issues, whether at domestic, or in foreign country,whether it is in the developed areas, or in the underdeveloped areas, hasbeen one of the all levels of government is highly concerned about thelivelihood issues, but also one of the difficult problems for theorists.Currently, Inner Mongolia is still in the "demographic dividend" specialperiod, the region’s low employment rate, the employment personnelaccounted for only47%of the total population, much lower than theproportion of70%of the developed areas.The eighteenth NationalCongress of the CPC Proposed new requirements to achieve high-qualityemployment, As a minority border areas of Inner Mongolia AutonomousRegion, Employment problem is not just an economic issue, but also asocial problem, it is a political issue. In this background, I make full useof the theoretical knowledge of demography,economics,sociology andmanagement science, in-depth analysis of research the"Twelfth Five-Thirteen Five" during the employment situation of the Inner MongoliaAutonomous Region。 On the basis of analysis of the next decade theregion’s total employment, employment structure and the employmentfocus groups of the region’s urban and rural employment strategy ideasand specific measures.In the aspect of the overall employment situation,Through theanalysis of the total population and the total labor force, economic growthand employment growth in the region and the region economic structureand employment structure, the employment and employment structurewas studied and calculation, obtained three point judgement. Judgment:from the perspective of the region’s labor supply, since2006, the InnerMongolia into a net in-migration of population area by population netemigration region. In2015, the region’s working-age population will reach a peak of1965people, declining thereafter.Judgment: from thepoint of view of the region’s demand for labor to see, as long as theperiod2011-2020, the region’s average annual economic growth rate ofnot less than14%, the average annual level of new jobs will not be lessthan the "Eleventh Five-Year" period.As long as the period2011-2020theaverage annual growth rate of the region’s economy is not lower than13%the employment gap region in2020will not be higher than2010. Inaccordance with this trend, in2020, the minimum employment gap couldshrink to256million, to2027employment gap is expected to be zero.In view of the next ten years the employment situation and thepossibility of new situation and new features, the autonomous regionfrom the macro to establish the following three strategic thinking:Theoverall strategy is to implement the employment priority, priority strategyis the promotion of employment growth, the core strategy is to enhancethe quality of employment.The concrete implementation measures asfollows: one is the employment of graduates of colleges and universitiesto promote the project.Including small business employment engineeringcollege graduates, grass-roots employment for college graduates,promoting engineering college graduates employment ability ofuniversity students, employment difficulties groups aid engineeringproject.The two is to promote migrant workers employment project. Weshould further improve the economic growth of the local labor absorptioncapacity, the construction of regional public training base, the adjustmentof social policy, improve the level of public service.Three is to promotethe disadvantaged groups in employment engineering. To speed up thedevelopment of public services and family services, to establish andperfect the intellectual poverty alleviation mechanism, to promote theemployment of disabled people.
