The Research On The Employment Effects During The Adjustment Of Industry Structure In Inner Mongolia

After reform and opening up,Inner Mongolia autonomous region economy gained remarkable improvement,both in terms of comprehensive strength and people's living standard has made rapid progress.But at the same time,and workers are also facing the industrial structure optimization and adjustment of full employment the pressure.Especially in our country's economy is in a "new normal" economy under the background of this large,for the Inner Mongolia autonomous region,not only to the smooth realization of the industrial structure upgrade,also need to do a good job in promoting the work of employment,to own the coordinated development of industrial structure and employment structure can obtain.This paper puts the problem of employment of the Inner Mongolia autonomous region under the background of industrial structure adjustment,the concrete research content of the following four aspects: first,the Inner Mongolia autonomous region,the condition of employment structure to describe the current industry,the purpose is to structure during the evolution of the entire process and the problems were discussed;Second,the effect on employment of three times industry within each big industry and its employment absorption capacity analysis,that the focus on employment growth level of industrial structure optimization to obtain the effective data support;Again,the current during the adjustment of industrial structure of Inner Mongolia autonomous region on the elements which affect the employment effects analysis,thereby reliably when making relevant policies based on;Finally,aiming at adjusting the industrial structure,puts forward some pertinent Suggestions about job growth,Hope can achieve the upgrade of industrial structure,promote the laborer to full employment.The author collected the Inner Mongolia autonomous region bureau of statistics from 1981 to 2013 and the data that is open to the world,through the qualitative analysis with quantitative analysis method of combining the process of the development of the industrial structure,employment structure and relations exist between the concrete elaboration,finally,the development of the industry structure of Inner Mongolia autonomous region is the first and Clark's related research results roughly consistent,but the development of employment structure is difficult to keep up with the pace of the industrial structure.Embodied in the following aspects: first,the first industry serious oversupply of labor force,it should be in the future work in the full attention of first industry transformation and upgrade of industrial structure;Second,the second industry output value of the structure is well ahead of the employment structure,employment structure and industrial structure of the industry presents a serious imbalance.Third,Inner Mongolia,the third industry has strong ability of absorption of the labor force,but with the development time is shorter,can lead to the development of the tertiary industry is limited by the speed,and the third industry has a good market,so want to combine the actual situation to develop the most appropriate development plan,only in this way can fully develop the third industry,thereby giving impetus to the development of other industries.This article focuses on the upgrading of industrial structure,income level,development of small and medium-sized enterprises and the capital and technology to substitute for the Inner Mongolia autonomous region during the adjustment of industrial structure on the elements which effect on the employment effect.Finally from the further optimization of industrial structure,promote the development of small and medium-sized enterprises,the cultivation of their qualities and promotion and job creation and encourage entrepreneurship to create more employment opportunities,etc's constructive solutions were put forward.
