Study On The Idleness Of Rural Homestead In Gongzhuling County

With the development of urbanization in China,a large number of rural laborers have flooded into cities,and the rural population has gradually become non-agricultural.It is also the case that many rural households have purchased their houses in urban areas after the economic level has improved.In rural areas,there has been a large number of idle homesteads.At the same time,due to the defects of the rural homestead management system,it is difficult to transfer and reuse idle homestead,resulting in the waste of rural land resources.At the present time when land resources are precious,the shortage of urban construction land and the idle waste of homesteads constitute a contradiction.Strengthening the management of rural homesteads,managing idle rural homesteads rationally,economizing and centralizing on land use are of great significance for the implementation of rural revitalization,overall planning of urban and rural development,broadening the channels for farmers to increase income.The process of urbanization in Northeast China has been intensifying,and the idle phenomenon of rural homesteads has become increasingly serious in recent years.Moreover,the scale of rural homestead in Northeast China is generally large and the space composition is rich.Once the homestead is idle,it will cause more serious waste of land resources.This paper takes Gongzhuling County which is representative in Northeast China as research area.We conduct survey in the countryside,analyse the present situation and explores the influencing factors of rural homestead idleness e in Gongzhuling County combining questionnaires of rural cadres and farmers.And we attempt to provide suggestions and decision-making basis for improving the policy of idle homestead and improving the efficiency of land use in rural areas.The research content of this paper can be summarized as the following aspects:First,it expounds the current research status and basic theories of rural idle homestead in the academic circles,and gives a brief introduction to the geographical location,natural environmental conditions,socio-economic conditions,land use status and research township distribution of the study area.And the collection and processing of paper data are explained in this aspect.Secondly,the idle situation of the homestead in Gongzhuling County is analyzed from the aspects of the overall idle status,the internal idle status and the disposal status of idle homestead.The study shows that the completely idle rate of the homestead in Gongzhuling County is 13.19%,and the seasonal idle rate of the homestead is 31.79%.Most of the complete idleness is caused by buying a house in the town.The seasonal idleness is mostly caused by going out to work.The average value of homestead area in Gongzhuling County is 463 m~2,which exceed the standard area seriously.The utilization rate of homestead courtyard is low,and there is idleness inside the homestead.The turnover rate of the homestead in Gongzhuling County is relatively low.Most villages have not experienced the transfer of homesteads.Most of the village economic collectives do not deal with the idle homesteads.The management and utilization of idle homesteads needs to be improved.Thirdly,the influencing factors of homestead idleness are analyzed at the micro level by using Logistic binary regression model.In the end,six factors including the age of household owner,the per capita arable land area,the per capita annual household income,the proportion of migrant workers,the number of homesteads and the willingness to withdraw from the homestead passed the significance test of the Logistic binary regression model,and these factors have an impact on the idleness of homestead in Gongzhuling County.The age of household owner and the per capita arable land area have a negative impact on the idleness of homestead.The per capita annual household income,the proportion of migrant workers and the number of homesteads play positive roles in the idleness of homestead.The homesteads of households willing to withdraw from the homestead is more likely to be idle,and the homesteads of households unwilling to withdraw from the homestead is not more likely to be idle.Fourthly,aiming at the idle status of rural homesteads in Gongzhuling County and the influencing factors of the idleness of homesteads,suggestions on reducing the idle homesteads and promoting the rational use of rural land can be put forward:(1)Exploring the"three powers separation"of the homestead and releasing the right of using the homestead;(2)Regulating the approval standard for the area of new homestead and making good rural housing planning;(3)Strengthening the ability of village economic collectives to manage idle homesteads;(4)Promoting the model of village-village merger,inner transformation of villages and constructing new community;(5)Allow urban funds to be invested in the reuse of idle homesteads.
