Since the the reform and opening, with industrialization and urbanization, a large number of rural land has been expropriated, the farmers lost their land, making this part of the survival of production. Under China’s current land system, which means that farmers expropriated land from the collective nature of land ownership into a permanent state of all, the farmers lost their land permanently, and landless farmers to get compensation is too low, sometimes difficult to maintain the original life, and farmers have permanently lost from the land to provide a variety of support functions.So if you can not properly resolve the basic living of landless peasants, pension, medical and employment security issues, at any time may lead to social conflicts and conflict. This issue and the reality has been the attention of scholars and relevant government wide attention. Under the current circumstances, settlement of landless peasants living, maintaining the legitimate rights and interests of landless peasants and effective measures to reform land use and the main management system for the landless peasants to participate in social security funding, improving the social security system.In this context, firstly, this paper at home and abroad and the current land system analysis of the social security system, to try to identify possible learning experience and defects. Secondly, the focus in Zhangjiagang City as an example, through Zhangjiagang empirical investigation of landless peasants, landless peasants, land acquisition and analysis of the situation come to the local, state of life and satisfaction with the existing policy of the state, but also summed up their security system in different content requirements, acceptance of content as well as their personal social security expectations.Finally, the construction by the need for social security exposition, that the landless peasants to establish a comprehensive social security system is the best choice is a reality, there is also the basis and conditions to achieve. The article also by drawing on the experience of other regions is good practice with regard to the establishment of a sound social security of landless peasants a valid path, in order to effectively protect their own interests to the landless peasants.
