Based on the emerging service industry of An Qing city, this paper firstly coordinates reason and income effect of rural labor transferring, and analyzes the status of rural labor and income changes for An Qing city. Then according on simple random sampling and analyzing questionnaires, as well as multinomial logit model, analyzing the effects on the income level changes of rural labor in An Qing.First part makes an introduction in the research background. The second part summarizes the related concept and discusses the theoretical basement. The third part is the research in the labor force’s analyze from reason and income effect. The forth part is descriptive statistics based on the practical investigation, providing the introduction of Anqing comprehensively and the characteristic in labor’s training, transfer, income. The fifth part undoubles by the influencing factors of labor transfer in Anqing. Based on the investigated data and multinomial logit model, drawing the conclusion that sex, degree of education are the mainly factors.Based on above theoretical and practical analysis, this paper draws the following conclusions in sixth part.(1) Rural surplus labor for Anqing mainly flows within the province, especially within the city;(2) Migrant labour’s age focuses on middle-aged and postadolescent, and the proportion of the female to the males is in balance nearly for Anqing.(3) The quality of the rural labor force is low, and the higher degree of education, the higher income level.(4) The rural labor force that obtaining certificate or receiving pre-job training are only a few, and they have no significant effects on the income changes of the rural labor force.The author recommends the following:(1) Optimize the industrial structure and increase the income of rural labor force;(2) Comply with market-oriented and enhance the pertinence of training;(3) Improve the labor market and salary system of employer.
