Research On The Urban Housing System

The consummate Social Security system is not only the necessary foundation that ensure the national economical standing, fleet and steady development, but also the important guarantee of social equity and legal rights of all the social members. Since the housing reform in1998, our country has established consummate housing security system, which solved the housing problems of middle and low income class, the developed countries have much experience in this field, so it is necessary to learn from them and put it into practice in our country.The article makes comparative analysis, normative analysis and empirical analysis. Firstly, the article makes a brief summary of the development process of housing security system in our country, and makes a primary analysis of these systems. And then the article makes a careful study of affordable housing systems, low-rent housing system and housing accumulation fund system. The author studies the current situation and existing problems in these systems. And then the article studies the reason why these problems exist, pointing out that the reason lies in unsound legal system, unclear decision making, ambiguous target position and so on. At the end of the article, the article put forward police suggestions such as perfecting legal system, establishing reasonable house supply system,riching housing supply ways perfecting management and operation mechanisms and strengthening financial regulation and so on.
